The Local Electoral Act 2001 requires all local authorities to review their representation arrangements at least once every six years. The process is called the Representation Review.
The Review requires that the Council:
- determines whether its Councillors are elected under the 'ward' or the 'at large' (Districtwide) electoral system
- decides the number of Councillors to be elected
- reviews the operation of existing Community Boards and decides if more Community Boards should be established.
The Council adopted a proposal for the 2004 local body elections after public consultation during June to October 2003. After receiving submissions on its proposal, the Council confirmed its initial proposal.
Submitters had the right to appeal or object to the Council's decision by 15 December 2003. Appeals were received and forwarded to the Local Government Commission for its decision. The Commission considered the information and issued a determination on 7 April 2004.
The Commission's decision is final and is the basis on which the 2004 elections were held.
The 2007 elections will be held on the same basis. This will be reviewed after the 2007 elections for the 2010 elections.
