Town Centres


Urban development projects in the town centres of Kapiti are being carried out in line with public wishes, as identified in the Long Term Council Community Plan.

Both the concept sketches and final designs of these projects are being generated after extensive consultation with local communities.

Waikanae

On Friday and Saturday June 8 and 9 2007 two full day workshops and report backs were held in the Presbyterian Church Hall in Ngaio Road in Waikanae to consider options for the future of the Waikanae Town Centre. On December 1, 2007 a report back session was presented by Kobus Mentz.

Paekakariki

Views of Paekakariki's historic main street in 2006, awaiting upgrade

The new design of Paekakariki's main street, Beach Road, reflects that it has been the village centre and meeting place for locals for many years.

It has the 'stop in the middle of the road to chat' quality that many other village centres have lost, despite being within 100 metres of State Highway 1 and the main trunk line. It is also home to a number of historic features and buildings, and is adjacent to the heritage rail precinct.

The redesign of Beach Road respects and encourages the use of the street as an informal meeting space by keeping a wide carriageway and uncluttered middle of the road.

Completed work comprises widening of the footpath and inclusion of informal seating bays and planting on the south side. The footpath surface features exposed aggregate concrete with inlaid macrocarpa sleepers to salute the long association of the village centre with the railway.

Street lighting has been upgraded and conduits have been included for possible future feature lighting.

The Council is considering artist input for street furniture, and the redevelopment design accommodates the potential for artwork.

 

Paraparaumu

Exciting plans for major redevelopment of the Paraparaumu town centre are already in progress.

These are the result of a number of community design workshops with landowners, retailers, interested parties and the community as well as discussions with Kapiti Primary School. 

Some development projects have been completed, such as the Ihakara Street upgrade, while others like a roundabout and the extension of the footpath along Rimu Road are underway. Click here for further information (1 page, 445kb).

Building on the green networks in the community, the community design process has developed ideas many good ideas for development. Click here for views of a new town square and Rimu Road as the new main street (2 pages, 740kb).

Provision for separate commercial and civic areas - the latter featuring stunning new aquatic and recreation centres - are planned for Council owned town centre land.

Concept Plan: Paraparaumu Town Centre (1 page, 312kb)

A District Plan change to provide for retail and office space and apartment accommodation above ground floor on this land is currently being developed. The Plan Change is likley to be publicly notified in March or April.  

The Council is also exploring options of public/private partnerships for both the design and construction of such projects.

 

Paraparaumu Beach

There have been a number of community design sessions on Paraparaumu Beach town centre.

The design for the Paraparaumu Beach town centre upgrade has drawn on the principles developed in the Local Area Outcomes document aimed at raising awareness of the area, as well as promoting and improving the retail area.

Medium density housing in the area has been provided for by way of District Plan Change DP62 (190kb).

A spectacular new sculpture inspired by the native tui bird is being commissioned as an entrance feature to the town centre. It will be located at the Kapiti Road/MacLean Street intersection and is planned for installation this year.

The design of the proposed streetscape incorporates elements of the stylised tui sculpture, and the Community Board is planning to take the detailed design of the streetscape back to the local community in February.

Raumati Beach

Planned changes for Raumati Beach's town centre include:

  • traffic calming measures such as roundabouts
  • the provision of 100 extra carparks
  • pedestrian paving
  • public art
  • a zoning review to provide for medium density housing
  • a review of the industrial zone to provide for mixed use activities like offices, retail and apartments.

In addition, the Marine Gardens reserve management plan provides for the expansion of the existing miniature railway.

The concept plans have been generally very well received by the community and further suggestions from members of the public are being assessed.

These include beach volleyball and petanque courts, coin operated public barbeques and the continuation of boating facilities.

Designs and costings are expected to be delivered to the Community Board by March 2007.

Raumati South

Keeping the characteristic village feel of Raumati South is an important focus of the developments planned for its centre, as is the improvement of road safety.

Feedback from the local community on initial concepts is currently being incorporated into designs, which include improvements such as pavement treatments, street lighting, public art and landscaping.

Designs and costings are also expected to be delivered to the Community Board by March 2007.
