Policy and Strategy

The Kāpiti Coast District Council has a number of policy and strategy documents that guide how the Council operates or put in place long term strategies in partnership with the community.

Kāpiti Coast District Council Policies

The Kāpiti Coast District Council adheres to a number of policies to ensure a consist framework and principals are provided for all interested parties.

  • Class 4 Gambling Policy 2011 (PDF, 5 pages, 491Kb)
  • Community Gardens Policy (PDF, 2 pages, 40kb)
    This policy was approved on February 4 2010.  It provides for the use of Council-owned communal land for community gardens/mara kai.
  • Consultation policy 2003 (PDF, 10 pages, 210Kb)
    The Consultation policy is to ensure a consistent approach to consultation throughout the Kāpiti Coast District Council and compliance with the consultation requirements of the Local Government Act 2002. Please note that this policy does not cover the submission process that may be required under the Resource Management Act 1991.
  • Development Contributions Policy (PDF, 39 pages, 478Kb)
    The key purpose of the Development Contributions Policy is to ensure that a fair proportion of the cost of infrastructure needed to serve growth is funded by those who cause the need for that infrastructure (i.e. the developments leading to growth).
  • Dog Control Policy 2009 (PDF, 27 pages, 1Mb)
    This Policy directs the Dog Control Bylaw 2010.  The aim of this policy are to manage the control of dogs, provide for the welfare of dogs, encourage good and responsible dog ownership and to protect the public from dangerous dogs in the Kāpiti Coast District, as per the requirements of the Dog Control Act 1996. 
  • Earthquake Prone Dangerous and Insanitary Buildings Policy 2006 (PDF, 13 pages, 240Kb)
    The policy is required to state the approach that the Kāpiti Coast District Council will take in performing its functions under the Building Act 2004, it's priorities in performing those functions and how the policy will apply to heritage buildings.
  • Events Funding Allocation Policy 2009 (PDF, 7 pages, 118Kb)
    The District Events Fund Allocation Policy describes the principles and process involved in allocating Council funding to support significant events held within Kāpiti Coast District. Persons or organisations interested in applying for funding should consult the Applicant’s Guide and Application Form in the Guides and Forms section of this site.
  • Freedom Camping Policy 2010 (PDF, 10 pages, 360Kb)
    This Policy supports the Public Places Bylaw 2010.  The objective of the Freedom Camping Policy is to better manage freedom camping on the Kāpiti Coast.  The Policy helps to ensure visitors and locals have a clear understanding of where freedom camping permitted, the conditions in doing so, and the services/facilities available to make it successfully happen.
  • Natural Burial Policy 2008 (PDF, 4 pages, 279Kb)
    This Policy supports the Cemetery Bylaw 2010.  The purpose of this Natural Burials Policy is to provide an alternative way of laying people to rest in an environmentally friendly way.
  • Rates Remissions Policies (PDF, 15 pages, 36Kb)
    Under the Local Government (Rating) Act 2002, Kāpiti Coast District Council may write off part or all of the rates subject to certain criteria being met.
  • Reserves Acquisition Policy 2003 (PDF, 7 pages, 196Kb)
    This paper addresses issues that the Council faces in regards to the acquisition of reserves. Reserves are essential as Kāpiti Coast’s population growth has put a lot of pressure on existing parks, reserves and open space.
  • Reserves, Structures and Commemorative Places Naming Policy: 2011 (PDF, 8 pages, 165Kb)
    This policy provides a framework for naming reserves, structures and
    commemorative places owned or managed by the Kāpiti Coast District Council.
  • Road Naming and Street Numbering Policy: 2011 (PDF, 8 pages, 150Kb)
    This policy provides a clear framework for the management of road names and street numbers within the Kāpiti Coast District.
  • TAB Board Venue Gambling Policy 2011 (PDF, 2 pages, 239Kb)
    This Policy covers stand-alone TAB Board Venues, which are owned or leased
    by the New Zealand Racing Board. Council consent is not required under
    current legislation to establish a TAB facility in a bar, hotel or club.
  • Trading in Public Places Policy 2010 (PDF, 13 pages, 108Kb)
    This policy supports the Public Places Bylaw 2010 by providing additional detail on trading activities such as markets, temporary events and alfresco dining in public places.  The policy's aim is to ensure trading activities are carried out safely, appropriately and with minimum nuisance to the general public.  Compliance with this policy is a requirement of the Public Places Bylaw 2010.

Kāpiti Coast District Council Strategies

The Kāpiti Coast District Coucil has initated a number strategies to guide long-term vision for the District and its resources.

  • Coastal Management Strategy (PDF, 88 pages, 2Mb)
    The Coastal Strategy has been developed to guide management of the coastal environment over the next 20 years. The wider issues of the quality and nature of intervention along the coast have been considered against the wider community vision and outcomes for the whole coast. The Coastal Strategy will determine the management of coastal activities, access, recreation, harvesting, the natural and built environments, and coastal hazards.
  • Cycleways, Walkways and Bridleways Strategy (PDF, 23 pages, 825Kb)
    This Strategy sets a long-term vision for cycling, walking and horse-riding. 
  • Development Management Strategy (PDF, 90 pages, 4Mb)
    This document sets out Kāpiti Coast District Council’s strategy for the management of development and settlement patterns on the Kāpiti Coast.
  • Environmental Monitoring Strategy (PDF, 79 pages, 2Mb)
     The purpose of this Environmental Monitoring Strategy is to establish a feedback mechanism to detect and understand changes in the environment on the Kāpiti Coast.
  • Positive Ageing on the Kāpiti Coast, He Tira Kaumātua

    This community strategy was developed in partnership with the Council of Elders, social and health providers and the Kāpiti Coast District Council; it provides a foundation for policy, planning and project work that enhances and improves the quality of life for older people living in the District.
  • The Streetscape Strategy and Guidelines (PDF, 49 Pages, 2 MB)
    The Kāpiti Coast is a rapidly growing area. Increasing traffic, in terms of vehicular, pedestrian, and cycle, is creating an equally increasing need to ensure our streetscapes are safe, high-quality, and desirable for all users.
    This document sets out the process and tools that will enable the Council to take a considered, comprehensive and coordinated approach to resolving competing and often conflicting interests in regards to streetscapes.
  • Sustainable Transport Strategy (PDF, 64 pages, 1Mb)
    The ability of people to move around has an immense impact on their lives. The nature of transport routes and how they link towns, facilities and services can influence an individual’s or family’s access to basic goods and services, health, education and employment opportunities. People can find their ability to move about limited by very constrained transport options, particularly in outer or urban edge suburbs. People may have to move homes around the region in pursuit of employment if transport choices are limited or costs too high.
  • Water Matters - Sustainable Water Management Strategy (PDF, 121 pages,  1Mb)
    This documents sets out Kāpiti District Council’s vision for water management in the district over the next fifty years.

Governance Documents

  • Local Governance Statement (PDF, 21 pages, 258Kb)
    A local governance statement is a collection of information about the processes through which the Council engages with its community, how the Council makes decisions, and how citizens can influence those processes.
  • Significance Policy (PDF, 5 pages, 30Kb) 
    The Council is required to adopt a policy on significance under section 90 of the Local Government Act 2002. The policy outlines the general approach of the Council to determine the significance of issues, proposals, decisions, and other matters, and includes thresholds, criteria and procedures that Council will use in assessing which issues, proposals, decisions and other matters are deemed to be significant. It also provides a list of assets which Council considers to be strategic assets. 
  • Governance Structure (PDF, 66 pages, 258Kb)
    This Governance structure document gives support and detail to the Local Governance Statement.
  • Code of Conduct for Elected Members (PDF, 22 pages, 181Kb)
    This Code of Conduct has been adopted by the Kāpiti Coast District Council as a guide to Elected Members (Mayor, Councillors and Community Board Members) on the standards of behaviour expected of them in their conduct of public affairs.

Community and Corporate Planning Documents

  • Choosing Futures - The Community's Vision for the Kāpiti Coast District
    The community vision for the future is descibed in the seven community outcomes.  These are reviewed every three years.
  • Kāpiti Coast Choosing Futures: Community Plan
     
    Every three years the Council must produce a Long Term Council Community Plan, which sets out priorities for the decade ahead to deliver on clear goals that have been agreed between the Council and the community.
  • Annual Plan
    The Annual Plan is the Council’s plan for the 2010/11 financial year that starts on 1 July. The Annual Plan was adopted on 24 June 2010. It is prepared in accordance with Section 95 of the Local Government Act 2002.
  • Annual Report
    This Annual Report for the Council covers the period from 1 July 1 to 30 June  and reviews the activities, policies and achievement of the organisation over that period.
  • District Plan
    The purpose of the District Plan is to assist Council to carry out its functions in order to achieve the purposes of the Resource Management Act. The District Plan is the principal means by which Council seeks to ensure the sustainable management of the natural and physical resources of the district.
