Policy and Strategy
The Kāpiti Coast District Council has a number of policy and strategy documents that guide how the Council operates or put in place long term strategies in partnership with the community.

- Local Governance Statement (PDF, 21 pages, 294 KB)
A local governance statement is a collection of information about the processes through which the Council engages with its community, how the Council makes decisions, and how citizens can influence those processes.
- Code of Conduct for Elected Members (PDF, 22 pages, 181 KB)
This Code of Conduct has been adopted by the Kāpiti Coast District Council as a guide to Elected Members (Mayor, Councillors and Community Board Members) on the standards of behaviour expected of them in their conduct of public affairs.

This Governance structure document gives support and detail to the Local Governance Statement.
- Consultation policy (PDF, 10 pages, 210 KB)
The Consultation policy is to ensure a consistent approach to consultation throughout the Kāpiti Coast District Council and compliance with the consultation requirements of the Local Government Act 2002. Please note that this policy does not cover the submission process that may be required under the Resource Management Act 1991.
- Choosing Futures - The Community's Vision for the Kāpiti Coast District 2009 The community vision for the future is descibed in the seven community outcomes. These are reviewed every three years.
- Kāpiti Coast Choosing Futures: Community Plan 2009 Every three years the Council must produce a Long Term Council Community Plan, which sets out priorities for the decade ahead to deliver on clear goals that have been agreed between the Council and the community.
- Annual Plan 2008/2009
The Annual Plan is the Council’s plan for the 2008/09 financial year that starts on 1 July 2008. The Annual Plan was adopted on 26 June 2008. It is prepared in accordance with Section 95 of the Local Government Act 2002.
- Annual Report 2007/2008
This Annual Report for the Council covers the period from July 1 2007 to June 30 2008 and reviews the activities, policies and achievement of the organisation over that period.
- District Plan
The purpose of the District Plan is to assist Council to carry out its functions in order to achieve the purposes of the Resource Management Act. The District Plan is the principal means by which Council seeks to ensure the sustainable management of the natural and physical resources of the district.
The Kāpiti Coast District Council adheres to a number of policies to ensure a consist framework and principals are provided for all interested parties.
- Development Contributions Policy (PDF, 39 pages, 478 KB)
The key purpose of the Development Contributions Policy is to ensure that a fair proportion of the cost of infrastructure needed to serve growth is funded by those who cause the need for that infrastructure (i.e. the developments leading to growth).

Reserves Acquisition Policy (PDF, 7 pages, 196 KB)
This paper addresses issues that the Council faces in regards to the acquisition of reserves. Reserves are essential as Kāpiti Coast’s population growth has put a lot of pressure on existing parks, reserves and open space.

Community Gardens Policy (PDF, 2 pages, 40kb)
This policy was approved on February 4 2010. It provides for the use of Council-owned communal land for community gardens/mara kai.

Rates Remissions Policy (PDF, 4 pages, 17 KB)
This is the Policy for Rates Remissions for Land Protected for Natural or Cultural Conservation Purposes. The objective of this Policy is to preserve and promote natural resources and heritage land to encourage the maintenance, enhancement and protection of land for natural or cultural purposes.

The policy is required to state the approach that the Kāpiti Coast District Council will take in performing its functions under the Building Act 2004, it's priorities in performing those functions and how the policy will apply to heritage buildings.
- Events Funding Allocation Policy (PDF, 7 pages, 118 KB)
The District Events Fund Allocation Policy describes the principles and process involved in allocating Council funding to support significant events held within Kāpiti Coast District. Persons or organisations interested in applying for funding should consult the Applicant’s Guide and Application Form in the Guides and Forms section of this site.
The Kāpiti Coast District Coucil has initated a number strategies to guide long-term vision for the District and its resources.
- Coastal Management Strategy (PDF, 88 pages, 2 MB)
The Coastal Strategy has been developed to guide management of the coastal environment over the next 20 years. The wider issues of the quality and nature of intervention along the coast have been considered against the wider community vision and outcomes for the whole coast. The Coastal Strategy will determine the management of coastal activities, access, recreation, harvesting, the natural and built environments, and coastal hazards.
- Cycleways, Walkways and Bridleways Strategy (PDF, 37 pages, 1.3 MB)
This Strategy sets a long-term vision for cycling, walking and horse-riding. A revised Strategy was adopted by the Environment and Community Development Committee of the Council in October 2009 and is awaiting publication.

This document sets out Kāpiti Coast District Council’s strategy for the management of development and settlement patterns on the Kāpiti Coast.

- The Sustainable Transport Strategy (PDF, 64 pages, 1.4Mb)
The ability of people to move around has an immense impact
on their lives. The nature of transport routes and how they link
towns, facilities and services can influence an individual’s or
family’s access to basic goods and services, health, education and employment opportunities. People can find their ability to move about limited by very constrained transport options, particularly in outer or urban edge suburbs. People may have to move homes around the region in pursuit of employment if transport choices are limited or costs too high.
