The Council maintains all the roads within the Kapiti Coast District, except for State Highway 1, which is:
- 350 km of road (of which only 18 km is unsealed)
- 300 km of footpath
- 4000 streetlights
- 36 bridges
- 1.5 million vehicle kilometres travelled annually.
Maintenance
The Council has an ongoing maintenance programme repairing pot-holes, replacing damaged signs, repainting road markings, resurfacing roads, sweeping gutters, cleaning sumps and maintaining streetlights. Please contact the Council if you see any such problem needing repair.
Code of Practice for Working on the Road
Contractors and service providers (drainlayers, plumbers, electricians, telecommunications contractors, etc) are required to comply with the Code of Practice when planning work requiring excavation or trenching of the road surface. A copy of the Code can be obtained from Standards New Zealand.

Upgrading
There are three road upgrade programmes that have been in progress for a number of years:
- replacement of all old bitumen and chip-seal footpaths with longer-lasting concrete footpaths
- upgrade of streetlights to meet the Australia New Zealand Standard for streetlighting
- upgrade of streets so that all have kerb and channel and at least one concrete footpath.
The priority of street upgrades depends on a number of factors including traffic volume, proximity to school routes, tripping hazards on existing footpaths and future traffic volumes. Priorities are reviewed regularly by the Community Boards.
The Western Link Road
In 1996, the Kapiti Coast District Council completed a study of the urban roading network. This set the framework for arterial roads (to be built by the Council) and sub-arterial roads (to be constructed by developers as part of subdivisional development).
A major element of the roading network is the Western Link Road which is being developed as a joint venture between Transit New Zealand and the Council.
