Kerbside recycling arrives on the Kapiti Coast

The new kerbside recycling service on the Kapiti Coast will begin within three weeks, Kapiti Coast District Council announced on July 8 2008
Around 22,000 recycling bins are being distributed to households from this weekend, with the first collections to take place in the first week of August, Kapiti Coast District Council Group Manager Assets and Services Gary Simpson says.
“Recycling is one of our most important contributions to a clean, strong and sustainable Kapiti Coast,” Mr Simpson says. “We are making recycling easy by bringing it directly to households.”
“This means that from August, all residents can make a major contribution to an environmentally friendly Kapiti Coast by recycling,” Mr Simpson says. “In this way, we are preserving Kapiti for generations to come.”
Mr Simpson says recycling bins will be delivered over the next three weeks, and once all households have received their bins, kerbside collections would begin – in the first week of August.
With their bin, every household will receive an information sheet on what can and can’t be recycled, and also a sticker which can be put on the bin. A new purpose designed website has also been created to support the initiative (www.recyclekapiti.co.nz).
“We all want an environmentally friendly Kapiti Coast. Recycling helps us to save money now and in the future, and it helps us to preserve natural resources,” Mr Simpson says.
He said the service was not funded through rates, but through the sale of rubbish bags for waste that cannot be recycled.
Rubbish bags will increase in price to $2.85 per bag, but Mr Simpson expects residents will use fewer bags now they can separate their rubbish into recyclable and non-recyclable waste. “The more you recycle, the fewer rubbish bags you will have to use,” Mr Simpson says.
The service is an important part of Kapiti Coast District Council’s target of zero waste by 2015.
Mr Simpson says the recycling service is run by Manawatu Waste Ltd, with oversight from the Kapiti Coast District Council. “The service is a partnership between Clean Green, Waste Management, Kapiti Coast District Council and Skip-E Bins.”
Details of the service include:
• Bins will be delivered to households in the next three weeks.
• Kerbside collection of bins will begin in August.
• The bins will be collected every week on the normal council rubbish collection day. They need to be out by 7.30am.
• Rubbish bags may be collected before the bin – there is no need to worry if the recycling is not collected until later in the day.
All households in Council collection areas will be given a free bin but the bin remains the property of Manawatu Waste. Residents are asked to keep their bin clean.
• If the bin is not big enough for a household or a family’s circumstances they can purchase another bin. Residents can have as many bins as they like – but after the first one they will have to pay for them.
• Only households designated as urban will receive a recycling service. Unless a rural household has an arrangement with Clean Green, Skip-E Bins or Waste Management Ltd for collection they should use District-wide recycling depots or take their recycling to the Transfer Station at Otaihanga.

The items that can put in the bin are:
Paper, newsprint and cardboard. Glass bottles and jars. Aluminium and steel cans and containers (up to 4 litre capacity). All plastic containers 1 to 7 and all supermarket bags and bread bags.
Items that will not be accepted are:
Dirty or waxed paper, paper milk or fruit juice cartons (tetrapak). Window and pane glass, light bulbs, mirrors, drinking glasses, ceramics, kitchenware or ornamental glass. Dirty cans containing food waste. Film plastics, containers with food waste. Polystyrene including meat trays, hot drink cups and packaging.
• Only items placed in the bin will be picked up.
• Residents may wish to write their name and address on the bin in permanent marker.
Abandoned Vehicles
If a vehicle is abandoned, Council is permitted under section 356 of the Local Government Act 1974 to remove it from roads within its District.
Generally, abandoned vehicles are unregistered and/or unwarranted and may have been parked on the side of the road for some time before being reported.
Once a vehicle is judged to have been abandoned, Council officers leave a notice on its windscreen with a date between 5 and 10 working days ahead by which time the vehicle must be removed.
If the vehicle is still there after the notice’s expiry date, Council may tow the vehicle once the Police have been notified.
The abandoned vehicle is removed for storage or to the landfill for disposal depending upon its state of repair. The charge for reclaiming a car from storage ranges from $70.00 to $100.00 depending upon length of stay.
If you think a parked or abandoned car is posing a traffic hazard, call your local police station immediately so they can have the vehicle removed. Abandoned vehicles creating traffic hazards may be removed immediately and without notice.
