District Plan Review
The Kāpiti Coast District Plan is currently being reviewed.
The Resource Management Act requires each provision of a District Plan to be reviewed every 10 years, and much of the current plan has not changed since it was completed in 1999.
A series of workshops were held with elected members between March and September this year to present ideas from earlier submissions as well as new ideas and research from Council officers.
The goal is to have draft District Plan provisions available for public consultation in July 2012, with notification of the revised District Plan by October 2012 for formal submissions and hearings.

Here are some the Technical Reports completed by external consultants to inform the District Plan Review.
- Kāpiti Employment Areas Study - October 2011 (PDF, 149 pages, 4 Mb)
This report was prepared by Property Economics Limited and Planit & Associates Limited to undertake an assessment on employment activity (both current and future) within the Kāpiti Coast District, with a specific focus on retail centres and future business land requirements. The report considers the future roles and functions of these areas and recommends District Plan approaches to cater for their future needs.
- Kāpiti Coast Retail Leakage Analysis - October 2011 (PDF, 13 pages, 1Mb)
This report was prepared by Property Economics Limited to quantify the level of retail expenditure leakage from the Kāpiti Coast District. The purpose of the report is to identify and analyse the level of retail expenditure leakage from the Kāpiti Coast District, and determine where the retail dollars leaving the district are being spent. The retail leakage breakdown for the purpose of this report is at the territorial authority level and by retail sector.
- Kāpiti Coast District Plan Review: Housing Choice and Affordability (PDF, 101 pages, 2Mb)
This report by Hill Young Cooper Ltd researches long-term housing affordability and choice trends and issues within the Kāpiti Coast, including housing supply capacity and diversity and drivers of housing affordability. The report recommends District Plan approaches for addressing specific housing choice and affordability issues in the Kāpiti Coast.
- Protection of Locally Native Trees in Kāpiti Coast Urban Areas ( PDF, 35 pages, 1MB)
This report by P A Handford and Associates Ltd presents an ecological basis for the protection of urban locally indigenous vegetation in the Kāpiti Coast District in the District Plan. The approach recommended in the report was informed by established ecological concepts, practice from other Councils around New Zealand, Environment Court findings and the Kāpiti Coast District Urban Tree Study undertaken in 2010.

These reports by AECOM and Landcare Research explore the concept of Carrying Capacity in the context of the Kāpiti Coast District Plan Review. Following the identification of a suitable definition, a framework for assessing the Carrying Capacity of the Kāpiti Coast was explored and recommendations made for the District Plan provisions.
