Council facilities and public spaces

The Council has taken a number of decisions to support people in our district through the COVID-19 crisis. Check back regularly, as this information will be updated.

Council service centres
Opening hours
Ōtaki, Waikanae and Paraparaumu Service Centres are open. See Council facilities opening hours.
Visitors are no longer required to sign in but should keep a personal record of their visit for contact tracing purposes.
Hygiene
People coming into the service centre must exercise good hygiene practices and adhere to physical distancing requirements. Hand sanitiser will be available to use before and after your transaction with us.
If you feel unwell, please stay at home.

We encourage you call us or review our website to check if your required service can be completed online before you visit us.
The Service Centres will be able to complete most of our normal services. Duty building and planning officers will be available to meet in person but by appointment only. Please call 04 296 4700 to make an appointment.

Opening hours
Ōtaki, Waikanae and Paraparaumu Service Centres are open 9am–5pm, Monday to Friday.
Visitor numbers and contact-tracing requirements
Paraparaumu – visitors will need to sign a register when entering the service centre for contact-tracing purposes. This will be done either by using your phone or we will record you details electronically. No more than 10 people can be in the service centre at one time.
Waikanae and Ōtaki Service Centres – visitors will also need to sign in and follow safety precautions. Patron numbers at these centres will be included with those for their respective library.

Playgrounds
Public playgrounds, skate parks and courts are open. Barbecues are available but drinking fountains are closed.

We’re also asking people not to use our exercise equipment, barbecues, drinking water fountains and seating areas in our parks and open spaces as we cannot guarantee the cleanliness of hard surfaces.

Parks, open spaces, and sports fields
No restrictions.
Community sports are limited to groups of 100 in a defined space. The 100-person limit includes all players, officials and spectators. A sports field can have multiple defined spaces by keeping:
- people in groups of up to 100
- groups separate either through consistent 2 metre physical distancing when outdoors or barriers.
These groups are prevented from intermingling or sharing common facilities at the same time.
Public open spaces (eg, parks) may be used, but people need to maintain physical distancing outside their bubbles. Take special care around narrow walking tracks, and if tracks are overpopulated try another route.
We’re also asking people not to use our exercise equipment, barbecues, drinking water fountains and seating areas in our parks and open spaces as we cannot guarantee the cleanliness of hard surfaces.

Libraries
All Kāpiti Coast District Council libraries are open to the public. See Council facilities opening hours.
There are no limits on the number of people allowed in each library at a time. Visitors are encouraged to sign or scan in, or should keep a personal record of their visit for contact-tracing purposes.
All programmes and events resume on their normal schedule.
Visitors should continue to use good personal hygiene practices. Sanitizer and wipes are available for visitors to use.

Paraparaumu, Ōtaki, Waikanae and Paekākāriki libraries will have restrictions on the number of visitors allowed in each library at any one time. Paraparaumu Library will limit visitors to 100 people at one time, Ōtaki 30, Waikanae 15, and Paekākāriki 5 people.
Visitors are asked to adhere to 1m physical distancing guidelines at all times while moving through building, queuing, and interacting with staff.
Contact-tracing requirements
All visitors are required to scan the COVID-19 tracer app code, or sign the register, for contact-tracing purposes. Library staff are available to assist with the process if needed.
Other safety measures
These temporary restrictions will help us with additional safety measures like maintaining physical distancing and increased cleaning schedules.
To reduce contact and interactions, items can be reserved in advance, which can then be issued on self-service machines.
The library’s eBook and eAudiobook service, axis360, can be used to access a range of novels on your eReader or device. To find out more and start downloading visit eBooks and eAudio books at Kāpiti Libraries.
Cleaning
Public computers and tablets will be cleaned frequently, and users are encouraged to wipe them down before and after use. Our libraries will be cleaned more frequently. You can help by limiting the surfaces you touch during your visit.
Public computers
Public computers will be available at all libraries; however a reduced number will be available to allow for social distancing (only one Chromebook will be available at Waikanae). Because of the reduced number of computers, we won't be able to extend sessions.
Photocopying
All our services, including photocopying, are available. There may be queues, so please be patient, and make sure you maintain physical distancing.
Justices of the Peace (JPs)
JPs will be available at our libraries during Level 2 on their normal services. Please exercise social distancing of 1m while waiting for this service, and during your JP session.
Programmes and Events
All programmes and events in our libraries or run by library staff are postponed until we return to Alert Level 1. A range of children’s storytime videos are available via the Kāpiti Libraries Facebook page for you to enjoy from home.

Digital library services are available.
You can access thousands of eBooks and eAudio for free through the axis360 app. It's available as a free download for your phone, e-reader or computer.
There are over 5,000 digital titles, from popular fiction and international bestsellers to children's books, travel guides, cook books and more. They're all free to borrow, and there's no late fees.

Coastlands Aquatic Centre and Ōtaki Pool are operating their normal opening hours.
Our spas, sauna and hydro slide are all open. Changing rooms and Plunge Café are also open.
People visiting our pools are expected to exercise good hygiene practices and stay at home if they are unwell.

Coastlands Aquatic Centre, Ōtaki Pool and Waikanae Pool
Our pools are operating during their normal opening hours, and lane guidelines are in place. Pease fill out our contract tracing sign in sheet or scan the QR Tracer code upon arrival.
Our sauna and hydro slides are closed so we can maintain 1m social distancing.
Spas are available with a prior booking at Coastlands Aquatic Centre for up to 4 people and at Ōtaki Pool for up to 2 people. Our spa at Waikanae Pool is closed.
Limit on patron numbers
We are limiting the number of patrons in the facility at any one time (includes swimmers and non-swimmers):
- 150 at the Coastlands Aquatic Centre
- 100 at Ōtaki Pool
- 150 at Waikanae Pool
Swimming clubs, groups and lane hirers

Swimming classes and aquafit
- Littlies classes (Parent & Baby, Pre-School, & Orange Roughy) are suspended during Alert Level 2
- There will be no Aquafit or AquaYoga/Ease/Move classes
- Other Learn to Swim classes are still running to timetable with instructors teaching from the pool deck rather than in the water

Register for contact tracing
You must register by scanning the QR code, or signing our paper register. Tracing will no longer be done through Aquatics cards. Our staff are on hand to guide you through this process.
Changing rooms
Where possible, we ask that you shower and change at home. Changing rooms are open but limited to 10 people at any one time.
Cleaning
We’ll be increasing our cleaning rotations for shared touchpoints at both the Ōtaki Pool and Coastlands Aquatic Centre – we’ll be using hospital grade disinfectant, we will continue to provide sanitizer stations.
Plunge Cafe
Plunge Café is open, with the expected hygiene and distancing practices in place to comply with best practice for Level 2.
The district’s public pools will remain closed.
Community halls and venues
Council-owned community halls are open.
Council-owned community halls and venues are open to those with existing bookings and we are taking new bookings but you must be able to confirm you will be able to comply with government guidelines including gathering size. Kitchens and watercoolers will be closed at alert level 2.
If you have an upcoming booking (in the next two weeks), one of our team will be in touch to reconfirm your booking and talk through any concerns you may have.
The district’s community halls and venues remain closed.
Information for dog owners
Dog parks are open but visitors should exercise good hygiene practices and stay at home if they are unwell.
You can walk your dog. Dogs can be off leash in off-leash areas.

If someone in the household has COVID-19, then any dogs in the household should not be exercised off the property.
You can walk your dog, but:
- Maintain a distance of at least one metre from other people, and don’t invite anyone who isn’t already in your "bubble" to join you.
- If at all possible, walk from your house, rather than driving to a walking area. If it is essential to drive to a walking area (e.g. you live on a rural road) – keep it local.
- Dog parks are closed.
- Walk your dog on a leash, even in normally off-leash zones. Don’t do anything that may require help if you or your dog end up getting into trouble.
If someone in the household has COVID-19, then any dogs in the household should not be exercised off the property.
