Annual Plan 2019/20
Our 2019-20 draft annual plan was adopted on 23 May 2019. The detailed final plan is available online here. It sets out Council's work and budgets for the financial year from 1 July 2019 to 30 June 2020.
The Annual Plan 2019/20 is due out in print in late June.

The annual plan for 2019-20 has been guided by the Toitū Kāpiti long term plan. You can see this on our Kapiti 2038 long term plan pages.
What's an annual plan?
It’s a document that outlines Council’s budget and all its services for the coming year. It’s where any budget changes from the long term plan are identified, for example, where funding may need to be reprioritised because of changes in the operating environment.
What happens next?
The 2019-20 plan starts in the new the financial year on 1 July.
What has happened to get to this point?
Councillors kicked off the process at a workshop discussion with staff on 14 February. This workshop revisited what plans were agreed for 2019/20 during the Toitu Kāpiti 2018-2038 consultation in 2018. They formally agreed the draft content of the plan at the Council meeting of 14 March.
The document 'A guide to the draft annual plan' described the plan's content and the community has made comments. The guide is also available as a web page. It talks about where budget will be allocated and to what parts of the Council's work programmes. There were only small adjustments made since the Toitu Kāpiti 2018-38 long term plan was agreed in June 2018.
The guide also confirms what the planned work programme will mean for setting rates for the new financial year. The average rates increase across the District will be 4.8% depending on the value and location of the property.
