The Kāpiti Coast is Wellington’s fastest-growing district, with a roading network of 445 km’s, complimented by 78 km of established cycling and walkway networks. As Access and Transport Manager, you will report to the Group Manager Infrastructure and Asset Management and lead a high performing team responsible for asset management planning, long-term strategic planning, and operational delivery to ensure the integrity of the district’s transport network. The role requires strong financial acumen and includes a strong focus on sustainable transport and safety improvements.  You will lead engagement on transport issues with key external agencies, including NZ Transport Agency Waka Kotahi, and there will be a high level of community engagement and interaction.

Success in this role requires proven leadership capability, ideally within local or regional government. A background in transport, engineering, or infrastructure is advantageous. You will be skilled in stakeholder engagement, politically astute, and confident presenting and working with our Elected Members.

To excel in this role, you will be able to demonstrate:

  • Experience in leading, developing and maintaining high performing teams.
  • A collaborative working style that strengthens connections with other Council teams.
  • Strong organisational skills to manage day-to-day workloads and timeframes.
  • Experience overseeing the preparation and management of contract specifications, asset management plans, and operational policies and standards.
  • A commitment to delivering high levels of customer service and modelling Council values, through effective stakeholder management skills, particularly within a political environment.
  • Knowledge of Legislative compliance; and familiarity with NZ Transport Agency Waka Kotahi processes and procedures.
  • The ability to assess risks and manage contracts to ensure delivery meets required standards, including providing expert technical advice on transport and engineering matters.
  • Experience preparing and reviewing contract specifications, asset management plans, and operational policies and standards.
  • Management of budgets, including planning, monitoring, controlling, reviewing, and reporting. 
  • Experience establishing monitoring and auditing processes to ensure contracted services meet performance standards.
  • Understanding of transport and roading engineering principles.
