When you register your interest through our Supplier Hub, we’ll collect your contact details so we can reach out by phone or email.

Please contact our  Procurement Team  directly if you have questions, or to update your details. 

How we choose suppliers

We select suppliers in two main ways:

  • Competitive tenders – Open to all or a closed tender process for invited suppliers only, typically advertised on GETS.

  • Direct quotes – For contracts under $50,000, staff may request quotes from local businesses without a formal tender.

To be considered for open tenders, you must respond to the listing on GETS — even if you’ve already registered your interest with us.

Three Waters Infrastructure 

If you’re a contractor wanting to work on Council’s water infrastructure (e.g., connections or tenders), please contact our Water and Wastewater Assets team:

Getting set up and paid 

If you’re new to working with us and have been awarded a contract: 

  • We’ll set you up in our finance system
  • A Council staff member will help gather the info we need 

Payment Terms –We pay by the 20th of the month after your invoice date.
Please always include your purchase order number on invoices.

Our expectations 

We expect suppliers to follow the New Zealand Government’s Supplier Code of Conduct and share it with any subcontractors. We also have clear expectations around health and safety.

We aim to deliver more than just goods and services. When we work with suppliers, we also look for ways to:

  • support local jobs
  • work with a diverse range of suppliers
  • help reduce carbon emissions and waste.

What is procurement? 

Procurement is how we buy and manage goods, services, and works—from identifying a need to completing a contract or retiring an asset. Some of our procurement is funded by the National Land Transport Programme and follows Waka Kotahi’s rules. 

How we choose suppliers 

We aim to create fair opportunities for businesses to work with us. Depending on the situation, we may:

  • open tenders to everyone (listed on GETS)
  • invite selected suppliers 
  • work directly with a supplier. 

We write our requirements to keep options open and encourage a range of solutions.

Getting the best value 

We look at the whole-of-life cost of a proposal – not just the upfront price. Our goal is to get the best value for money, which isn’t always the cheapest option. 

Fair and transparent dealings 

We’re committed to being a good customer. That means: 

  • acting fairly, legally, and with integrity
  • protecting your confidential information
  • being clear about what we need and how we’ll assess proposals
  • communicating openly and listening to feedback
  • making our processes efficient and easy to follow.

We also offer debriefs to unsuccessful suppliers so they can improve next time. 

Supplier Panels 

We sometimes use supplier panels – lists of pre-approved suppliers who meet our needs and agree to our terms. These panels help us manage ongoing needs and may include suppliers from: 

  • All-of-Government agreements
  • Syndicated contracts
  • Council-established panels.
