Class 4 Gambling and TAB Venue Gambling Policy

This policy seeks to manage the harmful effects and social impact of Class 4 gambling in communities and stand-alone TAB venues which are owned or leased by the New Zealand Racing Board (TAB New Zealand). Council consent is not required under current legislation to establish a TAB facility in a bar, hotel, or club. The policy was adopted by Council on 14 December 2023 and replaced the Class 4 Gambling Policy 2019 and TAB Venue Gambling Policy 2019. It was readopted on 20 October 2026.
