Emergency Operations Centre (EOC)
Council plays an important role in emergency management for Kāpiti, operating within the National Emergency Management Agency’s (NEMA) framework known as the '4 Rs' – Reduction, Readiness and Response, and Recovery. Across the country, Civil Defence and Emergency Management (CDEM) groups coordinate local responses. Our Council staff operate our Emergency Operations Centre (EOC), working on the ground and coordinating with the Wellington Region Emergency Management Office (WREMO) and first and lifeline responders – Police, Fire and Emergency New Zealand, Electra and many others. We also coordinate volunteer organisations, such as Red Cross, Animal Evac NZ and HUHA. Depending on the scale, responding to an emergency can involve different levels of coordinating agencies and hubs – national, regional, and local.
First of all we work to provide lifeline services (drinking water and essential roading) during and after an emergency, and then focus on core services, even under reduced levels of service.
