Kapiti is growing fast and has huge opportunities. We attract vibrant people and I want to empower them to help create a magnificent future that provides all our needs locally.

Action on schools and hospital - With a population of 58,000 Kapiti is entitled to existing government funding for a new 140+ bed hospital, 1 High School, and 2 Primary-Intermediate schools.

Locals supporting locals - Together we can create a self-sufficient community with opportunities for job training, skill-sharing, entertainment, festivals, small business support, and spaces to learn and gather.

I will be your voice delivering community needs.

No rates increase - We can achieve all this and more without increasing rates through investments, partnerships, minimising wastage and existing government funding.

Kapiti is facing challenging times. Our rapid growth will stretch infrastructure. Rates affordability is a key issue but, on the other hand, Councils are under pressure from rising costs, and imperatives from Central Government to consult on and implement new regulations without additional funding. Ratepayers are demanding more accountability, transparency and a greater say in Council spending priorities. The next triennium will require strong leadership to navigate these complex issues; to find a solution for rates affordability that doesn’t undermine the future financial stability of Council and allows us to reduce debt. Council and the community need to work as a team to find a way forward. I offer a track record of strong leadership and community involvement, decades of experience as an accountant and financial adviser and an ability to get things done. Change is imperative. I'm standing for council with We Love Kapiti team prioritising capping rates to no more than 3% pa. I feel Local Government has lost track of the important issues facing our community. I have a background in construction and importing and believe excessive regulation, wasteful spending and lack of a shared vision is hurting our community by pushing up the cost of living. We all know that Kapiti is a great place to live and visit, so let's bring a community-based approach to setting policy. I will work to ensure that council understands community needs, implement policy for the community, not set it. Let's return Council to its core business, halt rate increases, be fiscally responsible, community focused, support business and be an engaging council with commonsense. We have a family home in Waikanae, my partner and I are looking to move into the area as soon as is practical.

In my time as a Districtwide Councillor I have stopped the Te Uruhi (Kapiti Gateway) project, initiated the development of Council’s Top 10 strategic priorities, instigated the development of a comprehensive system for assessing the Chief Executive’s performance, instigated a line by line review of Council spending for the 2025/26 Annual Plan and initiated the development of a simple breakdown of costs by activity so that ratepayers can see what their money is spent on.

It is clear that strong leadership will be needed going forward to tackle rates affordability while not undermining the future sustainability of core services. This means an increased focus on financial accountability and transparency, improved communication of financial information, improved engagement with the community on key issues, and greater input from the community on spending priorities. We also need to explore options for alternative funding of activities which are important but not core business.

I have lived on the Kapiti Coast since 2010. I am an occasional tramper, a keen fisherman, and my partner & I both love the Kapiti Coast.

I am a carpenter by trade, I've had 15 years in sales & marketing, 5 years as a stopping violence facilitator, and 5 years as a drug councillor in Rimutaka prison.

I am anti managed retreat, and believe it is the councils role to impliment strategies to counter climate change.

I believe we need to manage our infrastructure better. Kapiti is a fast growing district & we need to better manage our water in, and water out. As well as ensuring our sewerage systems keep up with our growth! I am the voice of reason.

Raumati is home. I've raised my children here and care deeply about our community. I'm committed to using my background in finance, sales, property investment, and advocacy through my past work with Kāpiti C.A.L.M, to protect what makes Kāpiti special.

I'm dedicated to defending your property rights and firmly oppose the Council's proposal to mark 20,000+ homes with unlikely coastal hazards and disputed flood risks. These claims are contestable, yet most current Councillors support them. New leadership is crucial to safeguard your home security.

I am committed to enhance Māori and their wellbeing as a people. I will work to ensure that the principles of both Māori and KCDC are upheld so that our communities are properly informed and all voices heard. Together, we can be good Kaitiaki or guardians for our water ways.

We will work together with a different rates arrears plan to keep families in their homes. We can invest smarter in childcare, schooling and youth programs for our children and bridge the gap for Kaumatua and all our senior citizens where we all can connect. Council needs to listen, not just to our needs but to our knowledge. Our Marae are not just for Māori but for all who reside in our community. There is a place for Freedom and integrity alongside unity, and I want to bring them together in a Kāpiti that is good for us all.

I am a descendent of Ngāti Toa Rangatira, Te Āti Awa, Ngāti Porou, and Ngāpuhi.

I am currently the Political Director of Te Pāti Māori.

Born and raised in Paekākāriki, I come from a strong background of kaupapa driven artists and activists. Being grounded in this whakapapa nurtured my passion for ngā take Māori and a drive for justice that has shape my career.

I bring 10 years of direct political experience, advocating for and defending my community from both inside and outside of Parliament. I have shaped laws, influenced national policy, and was instrumental in building the Toitū Te Tiriti movement.

I fought to establish Māori wards, now I am joining in the fight to retain them.

Kia ora, I'm Heniti Buick, proud to call Otaki home.

I was raised, educated, and work here in Otaki. I'm focused on the best interests of our town and all its people. I believe leadership comes from lived experience, shared values, and connection - that progress happens with people, not for them.

Though this is my first time standing, I've long represented our community through work in health, housing, youth development, nutrition, workforce growth, and as a national sports representative.

As Otaki grows rapidly, I'm passionate about protecting what makes us unique while ensuring smart planning - with better infrastructure, improved transport, local jobs, and accessible education and services as top priorities.

I'll bring integrity, purpose, and authenticity to the role, and always keep the current and future shape of Otaki at the heart of my work.

I'm proud to stand for re-election as the Ōtaki Ward Councillor. It's a privilege to represent my vibrant community and advocate for what matters most to us.

Born and raised in Ōtaki, I bring deep local knowledge, strong connections, six years of experience on the Ōtaki Community Board, and three years as your councillor.

I'm a mum of four, a registered nurse, and chair a national charity. I also work as a Well Child (Plunket) nurse, keeping me closely connected to the needs of whānau, especially around health, housing, and wellbeing.

During my term, we've continued to support local events, progressed key water infrastructure upgrades, restored access to Ōtaki Gorge, and helped establish the new Ōtaki Te Horo Business Association.

If re-elected, I'll continue to be a strong voice, a collaborator, and a listener - committed to building a resilient, thriving Ōtaki that grows in a way that supports everyone.

Brent Frogley – We Love Kāpiti

My principal place of residence is not in the Ōtaki General Ward area.

I am one of six, We Love Kāpiti affiliated candidates, prioritising capping KCDC rate increases to no more than an average of 3%pa.

We Love Kāpiti will go through KCDC's long term and current plans, and after public consultation on any major changes, take out non essential expenditure. I am seeking a KCDC structural review to reduce costs and improve efficiencies.

GWRC rate increases have been even higher than KCDC's. I am advocating for KCDC to become a stand alone Council so KCDC ratepayers do not have to contribute to unnecessary GWRC expenditure. For example GWRC just spent $8m. purchasing a farm adjoining a regional park near Eastbourne.

I will use my managerial experience in financial product development for a major bank, together with 5 years as Board Chair for Newlands College, to help deliver affordable rates, and reduce the upward pressure on rents caused by high rate increases.

I live in Te Horo and am proud to be part of the Ōtaki community. My connections to Ōtaki run deep as a Ōtaki small business owner; my family plays sport for Ōtaki, and my children attend Ōtaki College.

I'm the Chair of the Ōtaki Community Board and lead a unified, enthusiastic board - forging positive relationships with Ngā Hapū o Ōtaki and other community groups. As Chair, the Board and I have empowered Vision Ōtaki, combatted boy racers; established the Ōtaki and Te Horo Business Association; and backed residents with the Moy Estate subdivision.

On behalf of our awesome community, I will make sure that the Ōtaki voice is heard at Council meetings.

Current Councillor, Registered Architect and Arbitrator Resident at Otaki for 35 years. With my strong knowledge of the community, I have restored access to Otaki Forks, Supported Moy Place and reservoir reviews, Courthouse transformation into an Art Gallery, Accessing a Kapiti polyclinic, affordable housing, personally funded the Otaki KYS building, advocated for Otaki health Services, formed an Urban Panel to mitigate against over dense housing development (protecting our precious open spaces). Plans: Tighten Council contract spending; Otaki Town Centre; Control Freedom Camping; Roadworks Coordination.

I am a civic award recipient for services to the community including: friends of the Otaki River, Sanatorium walkways, Katihiku Marae, Rahui Rugby Club, Otaki College Marae, Foodbank and Montessori. I am foundation Trustee of the Kapiti Trails Trust. I am committed to work full time using my professional expertise for the best representation and share of funding for Otaki.

Steven Botica

I’m passionate about Waikanae and want it to reach its full potential. It’s time for change!

Our council needs to find a better balance between rates revenue and services provided. My career leading large projects with different stakeholders has given me the skills to navigate these hard choices.

So why me? I’ll advocate for a second crossing over the railway line, improved infrastructure at Waikanae Beach, and better facilities for our youth.

Leah and I have called Waikanae home for 32 years, raising our family in its heart. My commitment to ‘our town’ is evident by my service through Waikanae Rotary for 31 years, six times as President. Being the Parkwood Trust Board Deputy Chair, the current Chair of Kāpiti Basketball Association, and coaching Paraparaumu College basketball teams for 12 years, which has given me insight into the needs of all age groups in our community

My principal place of residence is Waikanae, and I am standing for both Council and community board. As a local business owner and aviation professional with over 20 years of military service behind me. I will bring practical leadership, accountability, and a strong sense of service to the role.

I believe Council needs to focus on its core responsibilities, reliable infrastructure, sound financial management, and services that genuinely support our communities. We need practical solutions, not political distractions. Poor decision making has led to double digit rate rises, this must end.

The KCDC flood hazard map release has caused unnecessary distress. These are unrealistic and lack proper consultation or independent peer review. That’s not how good governance works. I will push for transparent processes, evidence-based decisions, and genuine engagement with affected residents.

Kapiti deserves leadership that listens, acts, and respects the people it serves. I’m standing to deliver exactly that.

II've been part of the Waikanae Beach community since 1974, when my parents built our family home here.  As a long time advocate for Kāpiti's heritage and environment, I co-authored Waikanae - Past & Present (1988) and wrote Tararua (1994) and Kāpiti (1999), which received a Montana Book Award.

Concerned about local infrastructure, I co-founded KRAP (Kāpiti Ratepayers Against Pollution) to campaign for better sewage systems.  Since 2009, I've been active in dune restoration, planting erosion-resistant natives, and more recently, I've led a volunteer project regenerating 30 hectares of farmland into podocarp forest in Queen Elizabeth Park.

If elected, my priorities will be: promoting Kāpiti as a visitor destination, fairer rates (reversing the land/capital value ratio) and sound, informed decision-making grounded in 50 years of local knowledge.

I am a long-term resident of Waikanae, living on a rural property in the Reikorangi Valley. Anne and I moved here with our children in 2007and absolutely love the environment here.

My professional background has been primarily with the Department of Conservation and the New Zealand Defence Force. 

Most lately I have been working with the Kapiti Coast District Council project managing the construction of the new Otaki Reservoir and the new Otaki wastewater gravity main. I am currently helping out the Salvation Army as a logistics coordinator.

Kapiti is growing, and we need a focus on industry to support and provide jobs to the growing population.

Since I've been elected, and as a Community Board chair, I've helped deliver improvements to advocate and support our communities of Waikanae, Reikorangi and Te Horo. I believe Council needs to focus on its core responsibilities, reliable infrastructure, sound financial management and services that genuinely support our communities. We need practical solutions, not political distractions. Poor decision making has led to double digit rate rises, this must end.

The KCDC flood hazard map release has caused unnecessary distress. These are unrealistic and lack proper consultation or independent peer review. That’s not how good governance works. I will push for transparent processes, evidence-based decisions, and genuine engagement with affected residents.

Lois and I moved to Waikanae 18 months ago, and we love it. I am a keen runner, swimmer and cyclist, so the trails and beaches are perfect for me. Discovering the Waikanae Park Run was a bonus!

After a forty year career as an accountant, I am now semi-retired. I feel I have the time and skills to contribute to the community. As well as my professional background, I was a counsellor with Lifeline for many years, so I know how to listen.

Should I be elected, I will serve the community as best I can. In particular, I will try to represent the views of those who lack the time and resources to advocate for themselves.

I am a long-term resident of Waikanae, living on a rural property in the Reikorangi Valley. Anne and I moved here with our children in 2007 and absolutely love the environment here.

My professional background has been primarily with the Department of Conservation and the New Zealand Defence Force. 

Most lately I have been working with the Kapiti Coast District Council project managing the construction of the new Otaki Reservoir and the new Otaki wastewater gravity main. I am currently helping out the Salvation Army as a logistics coordinator.

I like to get things done. I am achievement oriented, looking for positive action and outcomes. I bring drive and commitment, which will be required in the Waikanae Community Board.

I am running for the Waikanae Community Board to continue the work I have been involved with in the last triennium. I particularly want to see Waikanae Library finished, see the vision for Waikanae Park completed and work started, and secure the Waikanae Capital Fund in perpetuity with control in the hands of the Waikanae Community.

Since being elected to Council, and as Chair of the Waikanae Community Board, I have worked tirelessly to advocate for residents of Waikanae, Reikorangi and Te Horo. I am committed to good governance, ensuring our rates deliver real value through careful, prudent and transparent spending. I’m a proactive, positive, informed, active and skilled communicator. I turn up, listen, and act on residents’ concerns.

I supported the upgrade of Te Horo Beach’s changing rooms, outdoor shower, picnic area, and environmental murals, recognised by Local Government NZ. I backed the Waikanae Library rebuild, Te Ara Whetū, our new community hub, set to open in 2026. I advocated funding for residents, community associations and the historic community hall.

I will push for better public transport links, protection of our coastal environment, predator control, and waterway management to mitigate road flooding. I’ve led public consultation on curbing anti-social road behaviour and community safety cameras.

I am active in the local community board and on social media.  Cutting wasteful spending by Council is a must.  Our Council has limited income which must be committed to core activities.  Prudent management of council spending is needed.  I have managed to play a leading role in advocating for new footpaths, covered bus shelters, new toilets and skatepark at Maclean Park, the renaming of the old state highway and exposing the expensive gold-plated bus shelters.  We must listen to the community on climate change and coastal hazards.  My commitment has always been to making Kapiti a better place to live with the lowest rates in the country.

I am a business owner and Chair of the Kenakena School Board. Paraparaumu is a great community for families and for older people, and I want to see it stay that way.

Kāpiti is in my blood.  I grew up in Pukerua Bay moving to Paraparaumu in 2012.  I'm standing for the Paraparaumu Community Board because I care deeply about Kāpiti's future and believe we need practical leadership that puts community, culture and the environment first.  I've spent decades delivering public-good projects across conservation, tourism, business and arts.  I co-founded Tareitanga International Sculpture Symposium; led the 12-year effort to create the HMNZS Wellington artificial reef; was instrumental in relocating the Island Bay Marine Education Centre; worked as Facilities Manager at Zealandia during construction of its award-winning Visitor Centre and am the driving force behind Whale Song and revitalising our town centre.  I was awarded the 2005 Wellingtonian of the Year Supreme and Community Awards.  I believe in sustainable growth that doesn't come at the cost of community - working to protect our environment, strengthen infrastructure and avoid unnecessary costs to ratepayers.

I am community focused!

I've served eight years as a Trust Member and Treasurer for the Kapiti US Marines Trust. We are developing trails in Queen Elizabeth Park and promoting local tourism.

I hold treasurer roles with Raumati South Repair Café and Predator Free Raumati. My community engagement includes serving on the Raumati South Residents Association committee and regularly attending local Community Board and KCDC meetings as an interested community member. 

My experience includes two terms on the Methven Community Board, small subdivision development, building and operating motel accommodation, contributing to the tourism industry, co-founding a co-operative craft shop, and assisting with upgrading a memorial hall into a comprehensive centre.

My key concerns for Raumati include the upgrade of the old swimming pool, coastal adaption, and flood zones and RS Memorial Hall's use.

I have been a Kapiti resident for 35 years, mostly in Raumati where I own property and have raised three children. This enables me to have a genuine understanding of the issues which affect our community.

I currently work as a Training Advisor/Professional Assessor for the Building and Construction Industry Training Organisation, supporting both employers and learners going through the apprenticeship process. Prior to this, I was a flight instructor in the aviation industry.

To date, I've served five terms on both the former Paraparaumu/Raumati Community Board (including as Chair) and Deputy Chair on the Raumati Community Board, where I'm seeking re-election. Kia ora koutou, ko Tina Pope tōku ingoa. I have lived in Paekākāriki twice, most recently for the past 15 years with my family, husband Mike and two now-grown children, Olive and Louis. I am an active member of the Paekākāriki community, currently co-chair of the Housing Trust and previously Deputy Chair of the Community Board, Chair of the School Board of Trustees, founding member of the Orchard and Gardens Group, and member of the Wainuiwhenua Working Group. I have a law degree and have worked in the justice and social housing sectors in Aotearoa and the Pacific for four decades. I am from Hawke’s Bay but moved to Paekākāriki with my partner and life long resident Jack. We are grateful to be raising our tamariki in this strong and diverse community.

Kō Elyse tōku ingoa. I am a permanent resident of Paekākāriki. My family has a long, connected history with the village, with three generations currently living here, including my young whānau. I am committed to strengthening a sense of community and belonging for all residents, past, present, and future.

I volunteer with a range of groups in the village, in particular, the surf club, Playcentre, Paekākāriki Pride, and fire brigade. I recently worked alongside Paekākāriki Incorpated Communities Inc. to design and run a door-to-door community survey to better understand the needs of our neighbourhoods.
