Capital works programme

We reviewed our stormwater capital works programme in 2015, after a series of severe weather events, to help us improve our community’s safety and resilience to flood hazards.

After investigating more than 800-flooded locations in the district, we developed a large capital work programme of 240 projects, to be delivered in 45 years.

Partnerships

In most of our work we work very closely with Iwi in a partnership arrangement and undertakes cultural impact assessments where necessary for resource consent applications and water quality monitoring, focusing on ecosystem health, mahinga kai, contact recreation and Māori customary use.

We also work very closely with Greater Wellington Regional Council.

Work planned

Out of the 240 projects in the Long-term Plan 2018–38, we have completed about 15 projects at June 2021, and two new projects have been added to support our district’s growth. The efficiencies gained over the last three years, and securing more funding for stormwater activity, mean a shorter period for the 2021–41 programme.

The stormwater programme in the 2021–41 Long-term Plan outlines 227 projects, to be delivered over 37 years. These projects are a combination of creating new assets, and upgrading or renewing current assets to address habitable floor flooding, commercial building flooding, garage flooding, street flooding and property flooding.

The following table shows how many projects of which type will be completed in each area of the district. Each project is labelled with a category code for the type of work scheduled (for example, project 218-G on the maps below is work to resolve street and property flooding, as outlined in the Category column of the table).

Category Paraparaumu Waikanae Ōtaki Paekākāriki Total
(A) Habitable floor flooding  17 6 0 0 23
(B) Commercial building flooding  3 0 0 0 3
(C) Garage flooding  8 5 4 1 18
(D) Minor and major asset renewals based on age, criticality and condition  54 24 18 6 102
(E) Eliminating downstream constraints  5 8 6 2 21
(G) Street and property flooding  33 21 4 2 60

Maps of planned work

The following maps show the stormwater projects to be completed in each area under the Long-term Plan 2021–41, once adopted. Each project is labelled with a category code for the type of work scheduled, as outlined in the table above (for example, 218-G is work to resolve street and property flooding). These maps also show the projects completed during the first three years of the Long-term Plan 2018–38.
