District Plan

The District Plan outlines the controls for land use and subdivision in our district, and specifies our desired environmental outcomes. It is reviewed every 10 years, as required by the Resource Management Act 1991.

Operative District Plan 2021
The Kāpiti Coast District has a newly operative district plan (the Operative Kapiti Coast District Plan 2021, also known as the Operative District Plan 2021), which also gives effect to the National Planning Standards.

Draft plan change 2: Intensification

This draft plan change responds to central government direction requiring us to enable intensification of residential areas and urban centres.

Draft Plan Change 1D – Reclassification of Arawhata Road, Tutanekai Street and Ventnor Drive

Council’s drafting changes to the District Plan to update route classifications in the transport network hierarchy for Arawhata Road, Tutanekai Street and Ventnor Drive. These changes aim to ensure traffic safety is properly considered in the design of future developments along these roads.

Draft plan change 1F – Modification of indigenous vegetation

Council’s drafting changes to controlled activity Rule ECO-R6, which manages modification of indigenous vegetation in particular circumstances.

Draft Plan Change 1K – Electoral signage

Council’s drafting changes to the District Plan to amend electoral signage provisions. Our aim is to remove unnecessary inconsistency between the District Plan and the requirements for election advertisements outlined under the Electoral (Advertisements of a Specific Kind) Regulations 2005 (the regulations).

Draft Plan Change 1L – Open Space zoning of Council-owned sites

In this draft Plan Change, Council is looking to re-zone 14 Council-owned sites from General Residential Zone to Open Space and Recreation Zones, and reassign two Council-owned sites from Natural Open Space Zone to Open Space Zone (Recreation Precinct).

Proposed plan change 1A: Accessible car parking provisions

This plan change specifies requirements for new developments to provide for accessible car parking.

Proposed plan change 1B: Managing liquefaction risk for new buildings

This plan change amends the District Plan to remove overlap with recent amendments to the Building Code, which now requires specific design of new buildings to take into account liquefaction risk as part of the building consent process.

This plan change specifies requirements for new developments to provide for cycle parking.

Removal of minimum car parking standards

The Operative Kapiti Coast District Plan 2021 has been amended to remove all previous minimum car parking rate requirements for activities and developments across the district.
