Bylaws

Bylaws are laws that are specific to the Kāpiti Coast District.  They are introduced and enforced by the Kāpiti Coast District Council, and reflect needs and concerns particular to our District and its residents.

Beach Bylaw 2021[PDF 1.71 MB]
The purpose of this bylaw is to manage human activities on the beach and protect the beach environment in accordance with the overarching objective defined in the Kāpiti Coast District Council Coastal Strategy 2006[PDF 2.06 MB]. This bylaw contains information about vehicle on beach restrictions and special events on prohibited areas. (For more information about permitting requirements, please contact the compliance team.)


Cemeteries Bylaw 2016[PDF 362 KB]
The purpose of this bylaw is to enable the Council to control and set standards for the operation of cemeteries within the Kāpiti Coast District under the Council's ownership or control.


Control of Alcohol in Public Places Bylaw 2018[PDF 3.5 MB]
This bylaw replaces the Kāpiti Coast District Council Control of Alcohol in Public Places Bylaw 2013.  The purpose of this bylaw is to encourage responsible alcohol consumption, enhance the safety of the public and allow the responsible enjoyment of public places in the District.


Dog Control Bylaw 2019 (amended 2023)[PDF 1.76 MB]
The purpose of this bylaw is to promote better care and control of dogs on the Kāpiti Coast by supporting the objectives of the Kāpiti Coast District Council Dog Control Policy and complying with national dog control legislation, in particular Section 20 of the Dog Control Act 1996 and the Impounding Act 1955.


General Bylaw 2010 (revoked)
Following review the General Bylaw 2010 has now been revoked. The administrative provisions previously found in this bylaw are now incorporated into individual bylaws. The resolution relating to this decision can be found by searching for the Council Meeting minutes for August 2021.


Keeping of Animals, Bees and Poultry Bylaw 2021[PDF 296 KB]
This bylaw manages the keeping of animals, bees and poultry throughout the Kāpiti Coast District to ensure they do not create nuisance or become a threat to public health and safety.


Public Places Bylaw 2017[PDF 545 KB]
This bylaw seeks to maintain standards of public health and safety, protect the public from nuisance, minimise the potential for offensive behaviour and manage various types of land under the control of the Kāpiti Coast District Council.

Solid Waste Management and Minimisation Bylaw 2021[PDF 850 KB] 
The aims of the Solid Waste Bylaw are to monitor and regulate the collections, transportation, disposal and management of waste and to encourage the reduction of waste (both in the generation and disposal of waste).  Specific requirements are placed on occupiers and collectors and there is a system of licensing for operators.  The bylaw also provides for the promotion of Council's waste minimisation and waste reduction objectives and assists in the implementation of Council's Waste Management Plan and the New Zealand Waste Strategy.


Speed Limits Bylaw 2015 (revoked)
This bylaw was revoked by Council on 26 January 2023. It has been replaced by Waka Kotahi's National Speed Limit Register. 


Trade Waste Bylaw 2019[PDF 432 KB]
This bylaw regulates the discharge of trade waste to a wastewater system operated by the Kāpiti Coast District Council.  This bylaw replaces the Kāpiti Coast District Council Trade Waste Bylaw 2007.


Transport Bylaw 2022[PDF 383 KB]
This bylaw sets set the requirements for parking and the control of vehicular or other traffic and activities on any road, public car park, reserve or any other public place owned or controlled by Council in the district.


Water Supply Bylaw 2013[PDF 1.23 MB]
The purpose of this bylaw is to help ensure safe and sufficient potable water supplies are delivered throughout the Kāpiti Coast District.
