Holiday hours
Some of our hours are a little different over public holidays for our Council and community services. The following times apply to all New Zealand public holidays unless otherwise stated.
Service centres and libraries
Our service centres and libraries will be closed on the following public holidays:
Please note: All service centres and libraries will close at 3.00pm on Christmas Eve (Wednesday 24 December). Libraries reopen on Saturday 3 January, and service centres reopen on Monday 5 January 2026.

Waste and recycling collection
Kerbside collections will continue as usual on public holidays, unless otherwise advised directly by your kerbside collection provider. If your usual kerbside collection day falls on a public holiday, collections will generally occur on the nearest Saturday following.

Alcohol licences
None of the days in the period from 20 December to 15 January each year are counted as “working days” for the purposes of filing alcohol licence applications.
Special Licence
20 November 2025 is the final day for filing an application for a Special Licence for an event before March 2026.
Applications for unforeseen events will still be considered on a case by case basis. Contact Council to discuss your needs if you miss the application close-off date.
Licence and Manager’s Certificate
For determination of other applications before Christmas, the latest application dates are:
- New Manager's Certificate – 21 November 2025
- Temporary Authority - 21 November 2025
- New Licence Application - 7 November 2025
Renewals
- Application for renewal of a manager's certificate can be made at any time prior to its expiry.
- Application for renewal of an On, Off or Club licence must be filed at least 20 working days prior to expiry.
- Applications for renewal may not be processed and determined until after 15 January 2026.
As long as the renewal application has been filed on time (20 days before licence expiry), the licence or manager's certificate continues in force until the renewal application has been determined, even if this is past the expiry date.
