Future proofing our town centre plans

Town Centre planning is a key component of Vision Kāpiti,  a long-term, community-led initiative aimed at shaping the future of the Kāpiti Coast District through to 2060 and beyond. 

Vision Kāpiti is structured into three stages with: 

  • Stage One involved extensive community engagement to identify local aspirations.
  • Stage Two involves broad spatial planning (including the development of the Town Centre plans) and determining the key actions needed to implement change over the medium-to-long term in an affordable and sequenced way. 
  • Stage Three involves refreshing our Growth Strategy, Te Tupu Pai - Growing Well, transforming it into a blueprint that sets priorities for decade-to-decade investment and change; and provides direction for Council's Long-term Plan.

We want our town centres to be vibrant, well-designed and future-proofed places that support everyday life as our population grows by approximately 22,000 people by 2051. 

Town centres are spaces where people live, work, play, and visit. They need to be safe places that meet the needs of our community and support housing, business, the environment, and community spaces to thrive into the medium to long-term future. 

Who’s involved?

We will be working with our iwi partners, advisory groups, businesses, developers, government agencies, schools, and the community to develop principles and plans to help guide the role and purpose in our town centres. 

These principles and plans will build on the local visions developed through Vision Kāpiti and is part of wider work in planning how our district will grow and change in the future.  

Town centre planning 

We acknowledge the extensive planning work and consultation undertaken previously - this has informed our progress to date. However, major changes such as Transmission Gully, the Kāpiti Expressway and significant new developments are reshaping our district. We need to ensure our town centres are well-functioning for our communities in the future.

Any proposed improvements identified through this town centre planning process will be incorporated into our Long-term Plans process that involves community consultation.
