Operative District Plan 2021
The Kāpiti Coast District has a newly operative district plan (the Operative Kapiti Coast District Plan 2021, also known as the Operative District Plan 2021), which also gives effect to the National Planning Standards.

The Proposed Kapiti Coast District Plan 2018 is now only relevant for consent applications or notices of requirement lodged with Council before 30 June 2021.

Operative Kapiti Coast District Plan 2021
The Proposed Kapiti Coast District Plan became the Operative Kapiti Coast District Plan on 30 June 2021. National planning standards amendments also apply from 30 June 2021.
Note: Because of the withdrawal of coastal hazard provisions from the Proposed District Plan in 2014 and 2017, there are specific coastal hazard provisions in the District Plan 1999 that remain operative and in force until they are replaced through a Schedule 1 Resource Management Act 1991 process. These provisions are now located in the Coastal Environment Chapter of the Operative Kapiti Coast District Plan 2021, under the heading ‘District Plan 1999 Provisions’.

About the National Planning Standards
The National Planning Standards set out a series of requirements for the structure, format and language of the District Plan. National Planning Standard amendments do not change the way the District Plan manages subdivision, land use and development.
Under section 58I of the Resource Management Act 1991 (RMA), amendments to give effect to National Planning Standards must be made ‘without formality’, or without a Schedule 1 consultation process.
