Roadworks

With new housing developments underway in Waikanae North, a new roundabout is being built on the Old SH1 between Waikanae and Peka-Peka to improve safety and traffic flow.

Construction will begin early March on the northbound lane before shifting to the southbound lane in April.

Stop/go traffic management will be in place. The roundabout is expected to fully open at the end of May.

Contractors will begin work on Peka Peka Road in the week of 16 February to improve cycling safety. Work is expected to be completed by April 2026.

More information is available on the project page.

Traffic management

Traffic management will be in place throughout the works. Reduced speed limits, stop/go traffic control at times, and shoulder closures will apply for the duration of the project. Access will be maintained for residents, businesses, emergency services, and essential deliveries, although brief delays may occur.

Notifying residents

Residents will receive a letter prior to works commencing, including direct contact details should they have any questions.

Making Elizabeth Street Safer for Everyone

We’re continuing work to make Elizabeth Street in Waikanae safer and easier to use, especially for people walking, crossing the road, or visiting local shops. Construction on the next stage of safety improvements is planned to begin in early 2026.

This work builds on the safety upgrades completed in 2024 at the Winara Avenue and Seddon Street intersections, and responds to ongoing safety concerns raised by the community.

Why changes are needed:

Elizabeth Street is a busy and important route. It’s the only road crossing the railway tracks to eastern Waikanae and is used daily by residents, visitors, school children, and people travelling to Reikorangi, Akatarawa Road and the Hemi Matenga Scenic Reserve.

Over time, several safety issues have been identified, including:

  • Limited safe places for people to cross the road

  • Vehicles travelling above the 50km/h speed limit

  • Past incidents involving pedestrians, including children

A road safety study recommended improvements to slow traffic, improve visibility, and create safer crossing points. These upcoming changes are designed to respond directly to those recommendations.

The planned improvements will:

  • Make it safer and easier for people of all ages and abilities to cross Elizabeth Street

  • Encourage safer driving speeds and improve awareness of the 50km/h limit

  • Support local businesses by keeping parking convenient and improving parking turnover

What to expect during construction:

  • Works are scheduled during school holidays to help reduce disruption

  • Affected residents and businesses will receive advance notice via letterbox drop

  • Information will include timing, working hours, and traffic management

For updates on the site-specific work please check in here or download Antenno and save your locations of interest.

What’s happening and where:

Site A: Near the Main Road traffic signals – April 2026

We’ll be improving pedestrian access near the traffic lights by installing new crossing ramps and shifting the stop line. This will allow people to safely use the existing refuge island without needing to walk between vehicles stopped at red lights.

Work here is planned for April 2026 and will be coordinated with KiwiRail works at the nearby level crossing.

Site B: Between Anne Street and Seddon Street (near shops and cafés) – Early January 2026

A new raised zebra crossing will be installed to slow traffic and give pedestrians priority in an area with high foot traffic.

Parking changes in this area

Parking changes near 12–16 Elizabeth Street to support the raised crossing and improve turnover for local businesses:

  • A new mobility parking space outside 12 Elizabeth Street

  • Rearrangement of nearby P10 parking spaces

  • Conversion of P240 parking spaces to P120

Six car parks are being removed to make space for the new raised crossing. This is necessary to meet safety and accessibility standards. While there will be fewer parks overall, changes to parking time limits from P240 to P120 will improve turnover, helping more customers access nearby businesses.

Site C: Near Bupa Winara Rest Home – late January 2026

The existing courtesy crossing on the bend near the rest home will be upgraded to make it more visible and safer to use.

Site D: Reinforcing the 50km/h speed limit – late January 2026

At the eastern end of Elizabeth Street, the 50km/h signs will be relocated and made larger. This is where speeding is most common, and the changes will help reinforce the lower speed limit.

Talking with the community

We have been talking directly with nearby businesses to understand their views and answer questions.

  • Face-to-face meetings or direct contact from the Transport Safety Lead

  • Updates through Council’s usual communication channels

There will also be a formal opportunity to provide feedback on the proposed parking changes and new no-stopping lines when these are publicly advertised in January 2026.

Contractors are installing approximately 330 metres of new water main pipe along State Highway 59, Paekākāriki.

This work will improve water supply for fire fighting and enhance the network’s resilience. Work will be undertaken during the day.

Traffic management will be in place with altered lane layouts and stop / go traffic control at times.

For your safety and those of the crews please follow the traffic control instructions.

When the pipe installation is finished, contractors will need to shut down the water supply in some areas to connect the new pipe into the existing network.

Affected people will be informed before any water shutdown.

Minimising disruption:

This work is done at night when there are fewer vehicles so they can complete the job safely, quickly and efficiently without causing major disruption to traffic and people’s daytime schedules on this busy route.

While crews aim to keep disruptions to a minimum, machinery is unavoidably noisy at times and there might be potential vibrations.

Thank you for your patience while we carry out this important work to keep our roads safe and reliable.

Southbound work area:

Northbound work area:

Contractors are returning to Kāpiti and Rimu Roads to raise the service covers. A temporary road closure with a signposted detour will be in place each night via Iver Trask Place and Ngahina Street. 18 March: Electra have advised there will be an unplanned power outage to resolve an issue with a power cable from 6-9pm affecting houses and traffic lights on the corner of Kapiti Road and State Highway 1, as well as the Petrol ATMs at BP and Mobil on the corners. Please contact Electra with any issues.

As part of our Ōtaki wastewater upgrade, we’re laying 2.7 kilometres of new wastewater pipe along Aotaki Street and Mill Road to the Old State Highway.

Update - March 2026

Over the next six weeks contractors will carry out rehabilitation work on Mill Road to keep the road in better shape until next summer’s full reseal.

Traffic management will be in place at various times and will move along different sections of Mill Road as work progresses.

Thanks for your patience. Read more about this major infrastructure upgrade for Ōtaki.

Work to resurface the Ōtaki Mill Road / Rahui roundabout will be done Wednesday 18 March to Friday 20 March, between 9am and 3pm, to help avoid peak-hour traffic as much as possible.

Stop/go traffic management will be in place while the work is underway, and crews will monitor traffic flow to help minimise delays. Motorists are encouraged to plan ahead.

Following the resurfacing the traffic islands and line marking will be done.

We appreciate the community’s patience while this work is wrapped up.

Contractors will be improving the easter footpath on Amohia Street by repairing damaged sections, smoothing driveway crossings for easier vehicle access, and widening parts of the path.

The original flying fox has been removed, and the new posts are in the prosses of being installed for the upgraded tandem flying fox. The work is expected to take approximately five weeks to complete, as we will be installing grass retention tiles supplied by Matta Products, an Ōtaki-based company.

Once the tiles are installed, the area will be hydroseeded, and we will allow a couple of weeks for the grass to establish before the flying fox can reopen.

The playground equipment has reached the end of its safe playing life, so we're upgrading it! This is part of our capital works programme budgeted for in our Long-term plan.

Work started on Thursday 29 January and the playground will be temporarily closed. View the new design concept on our Have Your Say website.

The playground is expected to re-open in April 2026.
