Te Tūranga | The Opportunity

We're seeking an experienced and strategic leader to join Kāpiti Coast District Council as our Manager Rates.

Reporting directly to the Chief Financial Officer, this influential leadership position is responsible for the strategic management and operational delivery of Council's rates, valuation, and property ownership functions. Leading a dedicated team, you will ensure the integrity of the Rating Information Database, oversee valuation and property ownership records, and provide assurance that Council's rating activities remain compliant with legislative and regulatory obligations.

As a trusted advisor to senior leaders, you will play a key role in supporting Council's financial sustainability through the effective administration of rating revenue, policy development, debt management, valuation services, and continuous improvement initiatives. You will work across the organisation and with external partners to ensure accurate, efficient, and customer-focused services that support Council's strategic objectives and deliver positive outcomes for our communities.

Key responsibilities include:

• Providing strategic leadership for Council's rates, valuation, and property ownership functions.
• Ensuring compliance with the Local Government (Rating) Act 2002, Rating Valuations Act 1998 and associated regulations.
• Overseeing the integrity, accuracy, and performance of Council's rating and property databases.
• Leading the annual rates setting process, audits, and implementation of rating resolutions and policies.
• Managing relationships and contracts with valuation service providers and other key external stakeholders.
• Contributing expert advice and analysis to Council's Annual Plan and Long Term Plan processes.
• Driving continuous improvement initiatives that enhance operational effectiveness, customer experience, and organisational capability.
• Building and leading a high-performing team that reflects Council's values of being Caring, Dynamic and Effective.

We are looking for a collaborative and capable people leader with experience in rates administration, finance, revenue management, valuation services, or local government.
You will bring a strong track record of leading teams, navigating legislative requirements, and delivering high-quality services within a complex environment. Equally important is your ability to build trusted relationships, influence outcomes, and balance strategic thinking with operational excellence.
You will also have:

• Significant experience in rates, finance, revenue management, valuation services, or a related field.
• Strong understanding of rating legislation and regulatory frameworks, or the ability to quickly develop specialist expertise.
• Proven leadership experience with a focus on developing engaged, high-performing teams.
• Experience managing complex data, compliance requirements, and service delivery functions.
• Exceptional stakeholder engagement, communication, and relationship management skills.
• A continuous improvement mindset with the ability to identify opportunities, solve problems, and drive change.
• Sound analytical and reporting capability with a strong customer focus.
