Are you an experienced procurement professional with a passion for delivering value, managing risk, and leading complex sourcing activities?
Come and join our Project Management Office within the Infrastructure and Asset Management Group at Kāpiti Coast District Council.

We are seeking a skilled Procurement Specialist to lead tender processes across a diverse portfolio of infrastructure and asset management projects. This is a fantastic opportunity to influence significant Council investments and help shape procurement excellence across the organisation.
In this key position, you will:
  • Lead end-to-end procurement activities, from market analysis and procurement planning through to tendering, evaluation, negotiation, contract award and supplier transition.
  • Develop procurement strategies for complex, high-value and high-risk procurements.
  • Support managers and project teams to achieve value for money while managing commercial risk and ensuring compliance.
  • Facilitate procurement evaluations and provide robust, transparent and defensible recommendations.
Working within the Project Management Office, you will partner with leaders, project managers, technical specialists and key stakeholders across the Infrastructure and Asset Management Group. The role reports to the PMO Planning Manager and works closely with the Corporate Services Procurement team to ensure a consistent, organisation-wide approach to procurement and supplier management.

To excel in this role, you will bring strong procurement expertise, commercial acumen, and the ability to build trusted relationships across a wide range of stakeholders.
You will also bring:
  • A relevant tertiary qualification in procurement, business, commerce, law, supply chain management, or a related discipline.
  • At least five years' procurement, sourcing, commercial management or contract management experience.
  • Strong understanding of procurement legislation, governance requirements and best-practice procurement principles.
  • Experience developing procurement plans, specifications, evaluation criteria, tender documentation and recommendation reports.
  • Excellent analytical, written and verbal communication skills.
  • Strong stakeholder engagement, influencing and relationship management skills.
  • Proven ability to identify risks, solve complex problems and provide practical commercial solutions.
  • An understanding of Te Tiriti o Waitangi and its application within a local government environment.
It would be advantageous if you also have:
  • Membership of a recognised professional procurement body such as NZPPA or CIPS.
  • Experience working within local government or other public sector organisations.
  • Experience delivering infrastructure, capital works or professional services procurement (ideally using NZS3910 suite of contracts).
  • Knowledge of NZTA / Waka Kotahi procurement and funding principles.
