Water Services Delivery Plan adopted by Council

Kāpiti Coast District Council re-affirmed its commitment to managing drinking water, wastewater, and stormwater services in-house by adopting a Kāpiti Coast Water Services Delivery Plan.
Under the Government’s Local Water Done Well reform programme councils are required to submit a Water Services Delivery Plan to the Department of Internal Affairs by 3 September 2025 that shows how they will meet new regulatory and reporting requirements and achieve financial sustainability by 1 July 2028.
Mayor Janet Holborow said the adoption of the Kāpiti Coast Water Services Delivery Plan marks another important milestone for Council.
“In May this year, following consultation with our community on two potential future water services delivery models, Council resolved to retain an in-house business unit as the proposed water services delivery model for Kāpiti.
“We’re proud of our three waters asset management and delivery,” said the Mayor. “Thanks to the foresight of former mayors and chief executives, we are in an enviable position when compared to other councils across the motu.
“I’m confident the plan adopted today will hold us in good stead and aligns with the expectations of the Local Water Done Well policy and our community.”
Water Service Delivery Plans must outline the intended delivery model and investment requirements for drinking water, wastewater services and stormwater services. They are required to describe the current state and future arrangements for delivering these services and must comply with the requirements of the Local Government (Water Services Preliminary Arrangements) Act 2024.
Group Manager for Infrastructure and Asset Management, Sean Mallon, said the Water Services Delivery Plan has considered Council’s Long-term Plan 2024-34, existing water, wastewater, and stormwater asset management plans, and the Council’s Infrastructure Strategy.
“Providing safe and reliable three water services to our community continues to be our priority while we work through this process.
“The Water Services Delivery Plan will now be submitted to the Department of Internal Affairs (DIA) for review, and we expect them to confirm their acceptance of the Plan by the end of December.”
