Kāpiti to benefit from new operating model for economic development

Kāpiti Coast District Council will progress work to implement a new operating model for economic development following a commitment to move forward from Councillors.  

The new operating model for economic development, set down in the previous triennium, involves setting up a Charitable Trust and a Limited Liability Company. It aims to deliver improved economic outcomes for the district and reduce the reliance on ratepayer funding over time.   

Mayor Janet Holborow acknowledged the complexity of implementing a new operating model for economic development. 

“This is an innovative and well-researched approach that responds to shifts in our operating environment and is focused on delivering better returns for our community.  

“Council officers, working with the Economic Development Kotahitanga Board, have undertaken significant due diligence and the right checks and balances are in place to ensure performance expectations for the Trust will be clear, there is good communication between Council and the Trust, and safeguard any ratepayer investment in the Trust,” the Mayor said. 

The Trust Deed and related documentation were approved in November 2024, and Trustees selected in August 2025, with the next steps including settlement of the Charitable Trust.  

The Trust will be the sole shareholder of the Limited Liability Company and will work with Council to develop and agree a Letter of Expectation in relation to the use and outcomes expected from any Council funding provided. 

“We have an opportunity right now to invest in our district’s future,” said the Mayor. 

“The Trust will be well placed over the medium to long-term to attract increased private and public investment into our district. This will support businesses thrive and create opportunities for more people to work locally, and the returns from our investment can be reinvested into our community.”
