Peka Peka to Ōtaki
Work to construct the Peka Peka to Ōtaki (PP2O) section of the Kāpiti Expressway is almost complete. Our Council cotimues to working with the Waka Kotahi and their construction partners to advocate for and protect the community interests throughout the construction phase. This includes work to make the existing State Highway 1 between Peka Peka to Ōtaki a fit-for-purpose local road and enhance walking and cycling connections between the Mackays to Peka Peka Cycleway, Walkway and Bridleway and Ōtaki.
The PP2O Route
The 13 kilometre route runs from Peka Peka Road in the south to Taylors Road just north of Ōtaki and is made up of two parts:
- A new four-lane expressway running along the existing State Highway 1 alignment through Te Horo.
- The establishment of an Ōtaki bypass with connections to local roads and new bridges over the Ōtaki River and Waitohu Stream.
In December 2009 the New Zealand Transport Agency (NZTA) Board chose the preferred route for the four-lane expressway through the Kāpiti District between Peka Peka and Ōtaki. The 15km expressway route is based on the improved eastern option produced during investigations in 2002.

Peka Peka to Ōtaki Board of Inquiry Final Decision and Report
The Peka Peka to Ōtaki Expressway Board of Inquiry released its final report and decision on 14 February 2014. In summary, the Board of Inquiry:
- Confirms the notices of requirement sought by NZTA, and grants the resource consents subject to the imposition of conditions contained in Volume 2 of the decision.

Lodgement and Notification
On 18 March 2013, the Environmental Protection Authority (EPA) received applications (matters) from KiwiRail and the New Zealand Transport Agency (NZTA) for notices of requirement and resource consents for the Peka Peka to North Ōtaki Expressway Proposal.
