Martin Halliday named as Deputy Mayor of Kāpiti Coast District Council for the coming term

24 Oct 2025

Mayor elect Janet Holborow has indicated her intention to appoint third term Councillor Martin Halliday as Deputy Mayor for the coming term at Council’s inaugural meeting next week.

“Martin brings a passion for the community, a deep commitment to his work as a Councillor and extensive relationships built during his time as a Councillor,” says Mayor Holborow.

“I’m looking forward to working with Martin as we build the new Council and plan for the next three years.

“We have a talented group of elected members, and the Deputy Mayor has an important role in making sure everyone is included and has a meaningful voice at the Council and Community Board tables.

“I would like to acknowledge the contribution of former Deputy Mayor Lawrence Kirby who was not re-elected districtwide councillor this triennium.

"Lawrence was outstanding Deputy Mayor and I thank him for his dedication and support," says Mayor Holborow.

Councillor Halliday says he’s looking forward to the role.

“I’m very much looking forward to the challenge of stepping up and working with the Mayor to achieve great outcomes for our community,” Councillor Halliday says.

“I appreciate the vote of confidence, and now that we’re on the other side of the elections I believe we have the opportunity to build on the foundations of the last term to focus on positive delivery for our community.

“We’ve got a table of strong personalities with varied but relevant backgrounds. I’m looking forward to working with our Mayor in bringing everyone together as a strong team that works constructively and respectfully together.

“Meeting the requirements of the Government’s Local Water Done Well reform will have a significant impact on our next long-term plan and we will need to work hard to continue to deliver for our community while keeping rates at a reasonable level.

“Growth will be an ongoing challenge in our district which we need to front-foot in our decision making. I feel confident that this table will be up to the task ahead.

“I look forward to building constructive relationships with new elected members to help them transition smoothly into their roles, ensuring on-going positive relationships with council officers.”

Martin Halliday has been Paraparaumu Ward Councillor since 2019, and prior to that owned hospitality businesses in Wellington and Kāpiti.  The Deputy Mayor role will be confirmed at the inaugural Council meeting on 30 October.
