Collecting native seeds in Council reserves
Council supports eco-sourcing, which means collecting seeds from local native plants to grow new plants for ecological restoration projects.
How to collect seeds
Permission
You need permission from Council to collect seeds from native plants in Council reserves.
Complete the Collect seeds from native plants in our reserves form, and send it to us. You’ll also need to follow our terms and conditions.
Approval period
Your permit will be valid for one year.
Collection limit
You can only collect up to 20 percent of the seeds from each plant.
Record keeping
You must keep track of:
- dates and locations you collected seeds
- species and amount of seed you collected.
Getting to and from the collection site
Contact our Environment and Ecological Services team before you start collecting.
Crossing private land
If you need to cross private land, get permission from the landowner before starting.
Using vehicles
When using a vehicle to access a seed collection site, only drive on formed roads.
When on site
Carry your permit
Always have your permit with you, and be ready to show it if asked by the public.
Public access
Your permit doesn’t give you special rights over the site. Others can still use and enjoy the area.
Safety
You’re responsible for your own safety, and for anyone who interacts with your equipment. You’ll need to follow any laws, bylaws or legislation.
Emergency plan
You’ll need to have a plan for dealing with any issues or injuries that might happen.
Special permission
You’ll need written consent from Council to:
- build or bring on any structures onsite
- make any other changes
- interfere with or remove natural features, animals, plants or historic resources
- bring any plants to the site
- leave rubbish or hazardous material
- pollute any body of water.
Biosecurity
Clean equipment
Council takes biosecurity seriously. Make sure your equipment (including vehicles), clothes and shoes are clean and free from soil, plant material and other contaminants before entering sensitive ecological, including all Ecological sites (as defined in the District Plan).
Reporting archeological or cultural sites
If you find any archeological, historical or cultural sites or human remains, stop collecting immediately, and report it to Council’s Parks and Recreation Manager.

- Collection of seed from locally native plants on Kāpiti Coast District Council Reserves to supply ecologically sourced seed for growing plants for ecological restoration projects.
- No more than 20 percent of available seed to be collected from one plant.
- The activity is approved for one year from the date signed by the Grantor.
- Approved collection methods
- Seed to be collected by hand.
- Records to be kept of the dates and locations of collection, and the species and quantities collected.
- Approved Sites: All Kāpiti Coast District Council Reserve land
Schedule two
- The Permittee will pay the permit fee of $0.00 to the Grantor in the manner directed by the Grantor.
- The Permittee will contact the Kāpiti Coast District Council Parks and Environment and Ecological Services Team Leader prior to undertaking the activity. Permission to cross private land shall be obtained from the landowner prior to the conduct of the activity.
- The Permit does not confer on the Permittee any interest in the Site, nor does it derogate in any way from the rights of the public to use and enjoy the whole or any part of the site.
- The Permittee shall indemnify the Grantor against all claims by any person in respect of any injury, loss or damage (including fire damage) caused by or arising out of any act or omission of the Applicant, its servants, agents, contractors, clients or invitees, or otherwise caused as a consequence of its use of the Site or as a result of the conduct of the concession activity.
- The Permittee shall conduct the activity in a safe and reliable manner and shall comply with all statutes, bylaws and regulations, and all notices and requisitions of any competent authority relating to the conduct of the collecting activity.
- The Permittee shall prepare a contingency plan for dealing with any mishap that may occur during the operation of collecting activities under this permit, including the recovery of sick or injured persons.
- The Permittee acknowledges that the Grantor accepts no responsibility for the Safety of the Permittee.
- The Permittee shall not erect or bring onto the site(s) any structure, install any facility or alter the site(s) in any way without the prior written consent of the Grantor.
- The Permittee shall not, unless authorised in writing by the Grantor, interfere with, remove, damage, or endanger the natural features, animals, plants or historic resources in any area administered by the Grantor, or bring any plants to the sites, or deposit rubbish, debris, or other dangerous or unsightly matter, or contaminate any body of water. The Permittee shall ensure that its clients and invitees do not carry out any acts prohibited under this clause.
- The Permittee shall not transfer, sublet, assign or otherwise dispose of the interest Granted by this permit.
- The Grantor may cancel this permit if the Permittee breaches any of the terms of this document or if the activity causes any unforeseen or unacceptable effects to the Grantor.
- The Permittee shall comply with all reasonable notices and directions of the Grantor concerning the activities conducted by the applicant on land administered by the Grantor. While conducting this activity, the Permittee will carry a copy of this permit at all times.
- Vehicles shall only be operated on formed roads.
- Seed is to be collected away from tracks, picnic areas or areas of high public use and, as far as practicable, out of sight of the public.
- The Permittee shall not collect seed from biologically sensitive areas, or in such quantities that the taking would unduly deplete the population or damage any other ecological processes or associations.
- All material collected will remain the property of Kāpiti Coast District Council. The Permittee will comply with any reasonable request from the Council for access to the any of the collected seed. Any surplus material shall be stored and Kāpiti Coast District Council is to be consulted on ultimate disposal of such material.
- The Permittee shall not donate, sell or otherwise transfer to any third party any material collected under this permit, or any information obtained as a result of research done on such material or undertake any other activity with material not expressly approved herein without the written permission of the Grantor.
- No material collected under this permit may be used for patenting of plant material or registration of intellectual property rights on any derivatives.
- Where obligations bind more than one person, those obligation shall bind those persons jointly or separately.
- Contemporaneous records shall be kept of the activity; these shall include the locations and dates on which seed is collected, and the species and quantities collected. If requested, the Permittee shall supply the Grantor with the records kept.
- Kapiti Coast District Council takes Biosecurity seriously, the Permittee shall take all appropriate measures to ensure their equipment (including vehicles), clothing and footwear is free from soil, plant material and other contaminants before entering ecologically sensitive sites, including all Ecological Sites. The Permittee shall follow current best practice relating to biosecurity and seed collection.
Special conditions
- No more than 20 percent of available seeds from any one plant to be collected.
- Seed collection shall be conducted in accordance with the Eco-sourcing Guidelines for Nelson City.
- No seed to be collected from rare or threatened plant species without written permission from the Grantor in each case.
- Seed shall only to be collected from plant species that occur naturally in the Foxton, Tararua and Manawatu Plains Ecological Districts.
- Seed shall only be collected from naturally occurring plant populations, not from amenity or memorial plantings or any plant likely to have been planted, with the exception of restoration plantings approved by the Grantor as originating from eco-sourced stock.
- The Permittee if approached must inform members of the public why collection is occurring and produce a copy of this permit. If archaeological, historical and cultural sites or human remains are found, the Permit holder is to stop collection immediately and report the find to the Parks and Recreation Manager of Kāpiti Coast District Council.
