Kāpiti Coast District Council committee structure confirmed

The Kāpiti Coast District Council committee structure was confirmed at a Council meeting on Thursday 6 November.

Kāpiti Coast Mayor Janet Holborow says the committee structure provides a clear framework for informed and effective decision-making for the new Council term.

“Through these committees, elected members will focus on priority areas and work collectively to deliver positive outcomes for the Kāpiti Coast,” says Mayor Holborow. 

“The new structure is designed to support efficient operations, strengthen accountability, and enhance community engagement.”

She says that it’s important that all Councillors have a meaningful role in the new Council.

“The elected members bring a variety of experience and aspirations, and we’ve been working through a structure and roles which will ensure everyone contributes to the ongoing stability and success of the organisation and the district.”

The new structure and appointments are:

Strategy and Policy Committee

Chair Cr Liz Koh, Deputy Chair Cr Rob McCann.  This committee sets the strategic direction of the Council and oversees and monitors the creation and delivery of policy programmes, services, and projects activities. All councillors are on this committee, which includes Mana Whenua and Community Board representatives.

Environment and Communities Committee

Chair Cr Martin Halliday, Deputy Chair Cr Jocelyn Prvanov.  This committee determines strategies and policies in relation to education, health, justice, housing, community connectedness, resilience, climate change and environmental wellbeing. All councillors are on this committee, which includes Mana Whenua and Community Board representatives.

Risk and Assurance Committee

An independent Chair will be appointed, Deputy Chair Cr Liz Koh. This committee monitors the Council’s risk management and reporting including auditing and Health and Safety.

Grants Allocation Committee

Chair Cr Glen Olsen, Deputy Chair Cr Heniti Buick

This committee allocates grants for five programmes: Creative Communities NZ, Community Grants, Waste Levy, Districtwide Hall Hire Remissions, and the Heritage Fund.

Appeals Hearing Committee

Chair Cr Glen Cooper, Deputy Chair Cr Bede Laracy. This committee acts in a regulatory capacity and deals with all appeals or objections under various statutes in relation to dog ownership, transport and roading, littering, and construction or undertakings on private land.

Chief Executive Performance and Employment Committee

Chair Mayor Janet Holborow, Deputy Chair Cr Steven Botica. This committee manages and monitors the employment relationship between Council and the Chief Executive.

External appointments including appointments to regional committees were also decided at the meeting.
