Old SH1 Waikanae North roundabout update

Kāpiti Coast District Council understands the delays to the new roundabout on Old SH1 between Waikanae and Peka Peka have been frustrating for road users, nearby residents and businesses.
The roundabout is being built by the developer to provide safe access to a new housing development in Waikanae North that was consented through the Government’s Fast-track process. It will also improve safety and traffic flow on Old SH1. Before it can be sealed and fully opened, it must meet engineering and safety standards.
Construction has taken longer than expected after crews encountered poor ground conditions, followed by periods of wet winter weather.
Because the road is being built in layers, each layer must be tested to make sure it is strong enough before work can continue.
The timing of the works and the overall development programme is set by the developer.
Construction continues on the Waikanae North roundabout.
Recent testing showed parts of the northbound lane have not yet reached the required standard for sealing. Pavement specialists are now reviewing the results and working with the contractor to determine the best solution.
Kāpiti Coast District Council Group Manager Infrastructure and Asset Management Sean Mallon says everyone wants to see the project completed as soon as possible.
"We know people want these works finished quickly, and so do we. But it's important they're done properly the first time so the road is fit for purpose, rather than having to come back after it's become a public road to fix issues that could have been avoided.”
The roundabout is now expected to be completed early-October, subject to the remaining engineering work and testing being completed successfully.
“We’ve asked the developer to work with Council to keep the community informed of progress,” says Mr Mallon.
"We understand the delays are frustrating, and we appreciate the patience shown by everyone travelling through the area, especially nearby residents and businesses.
"The developer is covering the full cost of these works, so every extra day on site adds to their costs. They're working hard to make sure the project finished as quickly and safely as possible."
Traffic management is the developer's responsibility, but Council has been working with them to identify and suggest improvements where possible. Because of the limited space between the construction site and the railway line, stop/go traffic management is the only practical way to move vehicles safely through the area.
Traffic will continue to be monitored throughout the day, with crews switching from traffic lights to manual stop/go control during busy periods where needed to help reduce queues and keep traffic moving.
