Osborne
Council has received a private plan change request from Eric, Vince and Raechel Osborne (“the requestor”) to change the District Plan in relation to 100 and 110 Te Moana Road, Waikanae (“the site”).
On p.14 of the section 32 report [PDF 5.73 MB] accompanying the private plan change request, the requestor states that:
Initial assessment of request
“The purpose and objective of the PPC is to rezone the application site (of approximately 5.5ha) from General Rural Zone to General Residential Zone under the District Plan in order to provide residential housing capacity in a District where growth pressure exists.”

Completed:
- 7 May 2025 - Requestor formally lodges private plan change request with Council (refer clauses 21, 22 of Schedule 1)
Future:
- TBC - Council processes the request, can request further information and commission reports if necessary (refer clause 23)
- TBC - Council may modify the request with the applicant’s permission if appropriate ((refer clause 24)
- TBC - Council decides whether to adopt, accept, or reject the request, or convert the request to a resource consent (refer clause 25)
- TBC - Council publicly notifies a request that it has adopted or accepted, allowing submissions and further submissions to then be made (refer Schedule 1)
- TBC - Council holds a hearing where it assesses the request and submissions made and then issues a decision on the request (refer Schedule 1)
- TBC - Council decision is open to appeal to the Environment Court (refer Schedule 1)
Private plan change request documents
The following documents have been lodged with Council by the requestor. For avoidance of doubt:
- The specific change requested to the District Plan is to amend the Planning Maps to rezone the entire site from General Rural Zone to General Residential Zone as set out in Appendix 2 – Concept Plan (Preferred Option).
- Documents below which include the phrase “(alternative option only)” relate to an alternative option identified by the requestor, which they describe as “less preferred.” This option is to create what the requestor describes as a “Deferred Residential Precinct” over the part of the site that is classified “highly productive land” under Government’s National Policy Statement for Highly Productive Land.
