Proposed Plan Change 5 (Private) – 100 and 110 Te Moana Road, Waikanae

Council has received a private plan change request from Eric, Vince and Raechel Osborne (“the requestor”) to change the District Plan in relation to 100 and 110 Te Moana Road, Waikanae (“the site”).

On p.14 of the section 32 evaluation report [PDF 5.73 MB] accompanying the private plan change request, the requestor states that:

“The purpose and objective of the PPC is to rezone the application site (of approximately 5.5ha) from General Rural Zone to General Residential Zone under the District Plan in order to provide residential housing capacity in a District where growth pressure exists.”

Submissions

The submissions period is now open on Proposed Plan Change 5 (Private) to the Operative Kapiti Coast District Plan 2021.

Submission period:

Submissions are open from 22 October 2025 and must be received by Council no later than 5 pm on 20 November 2025.

How to make a submission:

  • The submission must be made using the prescribed Form 5 (Council submission form) or Form 5 of the Resource Management (Forms, Fees and Procedure) Regulations 2003. Copies of a template form based on Form 5 can be found online through our website at https://www.kapiticoast.govt.nz/pc5/submissions, or in hard copy format from the Civic Building at 175 Rimu Road, Paraparaumu.
  • Submissions must state whether or not you wish to be heard on your submission.
  • You may make a submission by sending a written submission to Kāpiti Coast District Council at 175 Rimu Road, Paraparaumu 5032 or by email to [email protected]

Who can make a submission?

  • the local authority in its own area may make a submission
  • any other person may make a submission but, if the person could gain an advantage in trade competition through the submission, then the person may do so only if the person is directly affected by an effect of the proposal that:
    • adversely affects the environment
    • does not relate to trade competition or the effects of trade competition.

After submissions close, there will be a further submission period, where certain persons may make a further submission in support of, or opposition to, the matters raised in others’ submissions. A hearing will then be held before a decision is made.

Notification – Private Plan Change

The documents below have been lodged with Council by the requestor. For avoidance of doubt:
  • The specific change requested to the District Plan is to amend the Planning Maps to rezone the entire site from General Rural Zone to General Residential Zone as set out in Appendix 2 – Concept Plan (Preferred Option).
It is noted that some of the documents below include reference to an “alternative option” put forward by the requestor to achieve the same outcome as the requested plan change. The decision makers may choose to consider alternatives.
